With this Notice ( Call for Proposals) the foreign branch of Addis Ababa of the Italian Agency for Development Cooperation (hereinafter “AICS”) intends to identify the Executing Bodies for entrusting the implementation of the initiative called “Social development program-economic and job creation for young people and women in regions with a high migration rate AID 11549” (hereinafter the “Initiative”).
This initiative aims to intervene by creating opportunities for decent employment in order to mitigate some of the causes of the migratory phenomenon by addressing in particular young people, among the most vulnerable categories and most attracted to migration. The main goal is, therefore, the promotion of a more inclusive and sustainable economic environment, which contributes to making migration a conscious choice, rather than an obligatory one.
Objectives
- The general objective: To contribute to improving the living conditions for young people and potential women migrants in Ethiopia.
- The specific objective: To create job and business opportunities in the textile sectors agro-industrial in the regions of Tigray and Oromia respectively.
Funding Information
- The maximum amount of the AICS loan is equal to Euro 1,900,000 (one million nine hundred thousand / 00), of which Euro 950,000 (nine hundred and fifty thousand / 00) for Lot 1 – Activities in Tigray and Euro 950,000 (nine hundred and fifty thousand / 00) for Lot 2 – Activities in Oromia.
- The maximum duration of the project activities is 24 months.
Intervention Area
The geographical choice of the intervention derives from the results of the analysis on the value chains and the employment opportunities created by UNIDO and ILO within the SINCE program. From such analysis shows, in fact, that Tigray and Oromia are the areas in which the value chains of textile/clothing and agro-industry are the priority, both in terms of relevance for the context and employment potential for young people and women. In addition, the strengthening of these sectors not only respond to the country’s development intentions but also allow real offers training and employment opportunities for people at risk of migration and for returnees present in the selected areas.
- Lot 1 – Tigray Region: The pool of potential migrants in the intervention area is very large: about 95,000 people from the young people (aged 15 to 24) are under-employed or unemployed, falling into the category of potential migrants.
- Lot 2 – Oromia Region: For Lot 2 of the Initiative they intend to intervene in the Oromia region, with particular focus on the areas of Arsi, Bale, West Arsi. In the identified areas the basin of potential migrants reaches approximately 298,000 people.
Eligibility Criteria
- The Ethiopian authorities responsible for the Initiative will be the administrative authorities at the level of Region, Zone and Woreda in the areas where the CSOs will carry out the projects; other institutions they can be identified by the CSOs themselves in relation to the type of project proposal that will be presented.
