The European Commission (EC) has launched a call for proposals to strengthen the protection and resilience of people most exposed migrants and strengthen socio-economic cohesion in communities.
Program Objectives
- The specific objectives (OS) of this call for proposals are:
- Migrants most at risk benefit from protection and access to basic services, as well as economic opportunities.
- The different actors and local authorities jointly facilitate socio-integration migrants’ economic and social cohesion with host communities
Priorities
- The priorities of this call for proposals are:
- Lot 1:
- Strengthening migrants’ access to emergency and protection services;
- Capacity building and financing of international and Moroccan civil society organizations in order to increase the impact of their actions to improve the quality of life of migrants;
- Capacity building and networking of civil society organizations in order to ensure complementarity and cohesion, including avoiding redundancy, of their actions with pre-existing programs.
- Lot 2:
- Strengthening joint actions by Moroccans around the world and local actors with a decentralized cooperation;
- Capacity building and financing of international and Moroccan civil society organizations in order to encourage links between Moroccans around the world and territorial actors in the development of economic activities;
- All lots:
- Systematic consideration of the rights-based approach, gender equality and environmental protection must be ensured and clearly described in the proposal.
- Taking into account the rights of children and young people, people with disabilities and minorities is an asset and must be clearly described in the proposal.
- Partnerships between civil society organizations, associations and all other stakeholders are encouraged to improve impact on target populations and sustainability.

Sectors or Themes
- Lot 1:
- Access to health including mental health, maternal and child care, psychosocial and psychiatric support;
- Accommodation and emergency assistance;
- Education including preschool education and childcare;
- Administrative support including civil registration, mediation services and linguistics (provision of interpreters/translators);
- Legal support and protection (particularly within the courts).
- Lot 2:
- Capitalizing on good practices in terms of diaspora involvement in development initiatives local development in favor of migrant populations;
- Public-private partnerships and financing mechanisms;
- Territorial coordination and participation of civil society;
- Decentralized cooperation.
Funding Information
- The overall indicative amount made available under this call for proposals amounts to EUR 12,500,000. The contracting authority reserves the right not to allocate all available funds.
- Amount of grants
- Any grant requested under this call for proposals must be between the following minimum and maximum amounts:
- Naming of batches: Lot 1: access to protection and socio-economic integration of populations in a situation of migration and their host communities is facilitated in particular, via Moroccan territorial actors
- Batch Allocations: 11 000 000
- Minimum amount in EUR: 2 000 000
- Maximum amount and EUR: 4 500 000
- Naming of batches: Lot 2: The joint participation of Moroccans around the world and local Moroccan institutions is facilitated for development and services in the territories
- Batch Allocations: 1 500 000
- Minimum amount in EUR: 750 000
- Maximum amount and EUR: 1 500 000
- Naming of batches: Lot 1: access to protection and socio-economic integration of populations in a situation of migration and their host communities is facilitated in particular, via Moroccan territorial actors
- Any grant requested under this call for proposals must be between the following minimum and maximum amounts:
Duration
- The initial planned duration of an action cannot be less than 36 months nor exceed 48 months.
Eligibility Criteria
- Lead applicant(s)
- lot 1 and lot 2
- To qualify for a grant, the lead applicant must:
- be a legal entity and
- have no profit motive and
- belong to one of the following categories of organizations: non-governmental organization
- Be established in a Member State of the European Union or in the Kingdom of Morocco or in one of the eligible countries as indicated in the basic act of the IVCDCI — Europe in the world and
- be directly responsible for the preparation and management of the action with the co-applicant(s) and the affiliated entity(ies) and not act as an intermediary and
- To qualify for a grant, the lead applicant must:
- Only for lot 1:
- Have implemented projects including activities in the field of migration and protection for at least three (3) years.
- Only for lot 2:
- Have carried out activities in the service of the Moroccan diaspora for at least three (3) years.

- Co-applicant(s)
- The lead applicant must act with at least one co-applicant.
- The co-applicants participate in the development and implementation of the action, and the costs they bear are eligible in the same way as those borne by the lead applicant.
- Co-applicants must meet the same eligibility criteria as those that apply to the lead applicant itself.
- Co-applicants must sign the mandate form.
- Affiliated entities
- The lead applicant and its co-applicant(s) may act with affiliated entity(ies). Only the following entities may be considered affiliated with the lead applicant and/or co-applicant(s):
- Only entities that have a structural link with the applicants (the lead applicant or a co-applicant), in particular a legal or capital link.
- This structural link mainly encompasses two notions:
- Control relating to annual financial statements, consolidated financial statements and related reports of certain forms of undertaking.
- Entities affiliated with an applicant can therefore be:
- entities controlled directly or indirectly by the applicant (subsidiaries or first-tier subsidiaries) or controlled by an entity itself controlled by the applicant (sub-subsidiaries or second-tier subsidiaries). This is valid for the other control levels;
- entities directly or indirectly controlling the applicant (parent companies). Likewise, these may be entities controlling a company controlling the applicant;
- entities at the same level of direct or indirect control as the applicant (sister companies);
- membership, i.e. the applicant is legally defined as, for example, a network, federation or association of which the proposed affiliated entity is a member, or the applicant is a member of the same entity (for example, a network, a federation or an association) than the proposed affiliated entity.
- The lead applicant and its co-applicant(s) may act with affiliated entity(ies). Only the following entities may be considered affiliated with the lead applicant and/or co-applicant(s):
