The Italian Agency for Development Cooperation (AICS) is inviting proposals to select projects presented by non-profit entities for the implementation of the LRRD Initiatives “Improvement of the use of water resources in Libya” and “Clean energy for sustainable access to basic services”.
This initiative aims to intervene, following a humanitarian-development-peace nexus approach, to reduce the root causes of the crisis and promote the transition in the medium to long term.
The activities will support administrative decentralization, the “localization” of aid, will aim to strengthen governance capacities at local level and of individual municipalities, will improve the management and provision of basic services, with a view to stabilization, rehabilitation and reconstruction. In line with the provisions of the three-year programming document for Libya, the two initiatives covered by this call for proposals have among their objectives that of improving the living conditions of the most vulnerable sections of the population.
In programmatic and operational terms, this initiative is in fact part of the strategy of the Italian Cooperation in Libya, which includes interventions aimed at promoting access to basic services and in particular in the social-health, renewable energy, water and agricultural sectors, with a view to the humanitarian-development-peace nexus.
Objectives
- The objectives of the initiative covered by Lot 1 of this call for proposals are:
- General objective: to improve the living conditions of the population of Libya, through a more efficient use of water resources.
- Specific objective 1: Improve management and equitable access to safe drinking water supplies and adequate sanitation.
- Specific objective 2: Increase water efficiency in the agricultural sector and reduce the number of people suffering from water scarcity and food insecurity.
- Improved access to safe, equitable and clean drinking water: Functional to this result will be activities attributable – although not exclusively – to:
- Analysis (conflict and gender sensitive) of the needs of target communities and structures identified;
- Community awareness-raising activities on the correct use and consumption of water, which foresee a particular involvement of women and young people;
- Identification, training and support to water management committees at the national level Municipal/community
- Improved population access to health and sanitation services: Functional to this result will be activities attributable – although not exclusively – to:
- Analysis (conflict and gender sensitive) of the needs of target communities and structures identified;
- Community awareness-raising activities on good hygiene practices, which include a particular involvement of women and young people;
- Identification, training and support to water management committees at the national level Municipal/community, which foresee the active participation of women and consider their needs as well as their particular role in the conservation and use of water resources
- Strengthen the capacities of local authorities and the governance of water resources, including through decentralized and participatory management models: Functional to this result will be activities attributable – although not exclusively – to:
- Analysis (conflict and gender sensitive) of the training needs and gaps of the competent authorities;
- Identification, training and support to water management committees at the national level Municipal/community;
- Strengthening the role of any water users’ associations
- Improved water management in agriculture and adapted irrigation systems to optimize their overall efficiency, water productivity and resilience to water stress: Functional to this result will be activities attributable – although not exclusively – to:
- Analysis (conflict and gender sensitive) of the needs of the communities and target areas identified;
- Strengthening the role of any associations of water users (irrigation), with particular reference to those led by women and young people;
- Construction of climate-resilient water supply systems
- As regards Lot 2, the objectives are the following:
- General objective: to improve the living conditions of the Libyan population.
- Specific objective: to promote access to health and education services for the Libyan population
- Increased energy supply at basic health and education facilities: Functional to this result will be activities attributable – although not exclusively – to:
- analysis of the main energy needs at the public facilities targeted by the intervention; – supply and installation of renewable energy systems, including photovoltaic panels and electricity supply systems (including regulators, inverters storage batteries and spare parts);
- implementation of redevelopment interventions of the structures, with a view to efficiency energetic;
- installation, repair and/or maintenance of electrical and sanitary systems of structures
- Strengthen technical energy skills: Functional to this result will be activities attributable – although not exclusively – to:
- training and strengthening of technical skills on renewable energy of local staff of the identified structures;
- environmental education activities, with particular attention to the impacts of fossil fuels on climate change;
- awareness-raising and educational activities on the rational use of resources
- Improved local capacities in health and education service delivery: Functional to this result will be activities attributable – although not exclusively – to:
- supply and distribution of equipment depending on the sectors of intervention. In the health sector, these may concern the supply of essential medicines, medical equipment and instruments, while in the education sector, the supply of school materials may be foreseen;
- Activities aimed at removing architectural barriers in order to promote accessibility for people with disabilities;
- Refresher courses and professional knowledge strengthening aimed at officials of the identified structures.

Eligibility Criteria
- Non-profit entities that, on the date of submission, possess the following requirements may submit project proposals for this call for proposals:
- Registration in the list referred to in art. 26, paragraph 3, of Law 125/2014;
- Specific and proven experience in humanitarian aid interventions;
- Specific and proven experience in interventions in the WASH, social health, food security, agriculture, energy and education sectors;
- Ability to operate on site;
- Comply with the tax, contribution and insurance obligations required by law in force in Italy;
- Are not in debt to the DGCS of the MAECI and/or the AICS or other donors, for certain, liquid and collectible debts, including debt situations arising from provisions for the revocation of contributions for projects promoted and/or entrusted;
- Have not behaved in a manner characterised by serious negligence or bad faith in the implementation of projects of the DGCS of the MAECI, of the AICS, of other donors or in the exercise of their activities.
