Implemented within the framework of the EU-funded Project on “Support to the National Preventive Mechanism and the Ombudsperson of the Kyrgyz Republic”, this initiative will provide expert support and capacity building to the Ombudsperson’s Office, enhancing data collection, legal analysis, complaints mechanisms, and engagement with policymakers and UN human rights bodies.
By addressing long-standing gaps in protection and response, this effort seeks to ensure that violence against women with disabilities is properly monitored, documented, and prevented, in line with international human rights standards.
Scope of work
- The selected grant recipient CSO will implement activities aimed at strengthening the capacity of the Ombudsperson’s Office to monitor, document, and advocate for systemic reforms addressing violence against women with disabilities in Kyrgyzstan. This will involve close collaboration with relevant stakeholders, including national authorities, human rights institutions, and organizations of persons with disabilities (OPDs), ensuring a comprehensive and inclusive approach.
- Key responsibilities include:
- Data collection and analysis: the CSO jointly with Ombudsperson’s Office will develop a methodology for collecting disaggregated data on GBV against women with disabilities. This includes conducting qualitative and quantitative assessments to identify trends, challenges, and gaps in current protection mechanisms. Within this area, the CSO jointly with Ombudsperson’s Office will contribute to enhanced data collection on cases of violence against women with disabilities.
- Legal and policy analysis: the CSO jointly with the Ombudsperson’s Office will analyze existing national laws, policies, and practices related to GBV and disability rights to identify inconsistencies with international human rights obligations, particularly under the Convention on the Rights of Persons with Disabilities (CRPD) and the Convention on the Elimination of All Forms of Discrimination against Women (CEDAW).
- Capacity building and training: the CSO will provide tailored learning sessions and workshops for the Ombudsperson’s Office staff and other relevant stakeholders on monitoring and documenting GBV against women with disabilities and effective advocacy strategies.
- Advocacy and engagement: the CSO jointly with the Ombudsperson’s Office will develop policy recommendations and advocacy strategies to promote legislative and institutional reforms. This includes facilitating dialogues with policymakers (the Gender Council under the Speaker of the Parliament and the National Council on Persons with Disabilities Affairs under the Cabinet of Ministers), civil society and the OPDs.
- Public awareness and stakeholder outreach: to address societal normalization and underreporting of violence, the CSO will support the Ombudsperson’s Office to organize awareness-raising community discussions, and media engagements to increase public understanding of the rights of women with disabilities and the available mechanisms for seeking justice.

- This grant will support budgets no more than $30,000.
Duration
- Maximum duration: 4 months (August 2025 – November 2025)
Deliverables
- Monthly reports to OHCHR ROCA and the Ombudsperson’s Office outlining progress and gaps in the process of implementation of the project, including recommendations on the way forward for the following reporting period.
- Reports to OHCHR ROCA and the Ombudsperson’s Office following the implementation of key activities that are part of the project (e.g., methodology of the monitoring, analysis, at least 5 expert sessions and workshops, including with the Gender Council on the Rights of Persons with Disabilities and the National Council under the Cabinet of the Ministers on Persons with Disabilities).
- Submit final project report (not less than 30 pages) with detailed analysis of results, gaps and actionable recommendations
Eligibility Criteria
- Local CSOs registered in line with the legislation of the Kyrgyz Republic
- CSOs operating in the Kyrgyz Republic in one or more regions with strong focus on community level initiatives and presence.
- Programmatic relevance of the proposal vis-à-vis priority areas outlined under section ‘Scope of Work’
- The organization’s proven administrative and financial management capacity to manage grants.
- Evidence that it has previous/experience in addressing issues of violence against women with disabilities and their access to justice.
- The feasibility and soundness of the proposal with sustainability strategies and related budget
