UN Women seeks to engage a responsible party to strengthen community-based justice mechanism in selected villages to build capacity for women’s access to justice in Indonesia.
The overall objective and expected result of the initiative funded by the Regional A2J Program is to advance the support for community-based women’s access to justice and strengthening grassroot women’s organization working on access to justice in Indonesia.
Aims
More specifically, it aims to:
- Support women’s active citizenship by enhancing the capacity and network of grassroot organizations working in the area of women’s access to justice, community justices and women’s participation in decision making at the community level and services provision
- Increase knowledge and skill of community justice providers in targeted communities in women’s rights and gender equality and implementation of international standards on GEWE/Justice
- Enhance dialogue and constructive engagement between formal and informal justice providers at the community level, including women led organization, grass root mediation mechanism (POKJAs), community police, prosecutors, and policy makers
- Support the implementation of the Community Guidelines for the Protection of Women and Girls to Access Formal and Informal Justices Systems (Community Guidelines for Women’s Access to Justice) in targeted communities and provincial governments by providing capacity building to provincial and village leadership.
Funding Information
- The budget range for this proposal should be USD 150,000 – USD 180,000.
- The project implementation is expected to start as soon as possible upon signing of the Project Cooperation Agreements (PCA) for a period up to 11 months. The Project will start on June 1, 2022, to May 1, 2023.
Competencies

- Organizational Competencies
- Must be Legally registered non-governmental organizations (NGOs) in Indonesia with a proven track record in promoting women’s access to justice and women’s human rights, and empowerment of women with existing operational capacities in relevant sectors are eligible to submit proposals
- Must have strong track record in understanding the specific local context in the areas of targeted location
- At least 5 years of operation with minimum 3 years of specific experiences working to promote gender equality in law, women’s empowerment and/ or women’s access to justice in Indonesia.
- Demonstrated a strong track record in development of tools and guidelines that will be applicable at the community level
- Strong experience in programme management and implementation particularly on capacity-building of women’s leadership, women’s access to justice and law enforcement
- Demonstrated experience in working at community level justice provision and coordination with formal justice system
- Proven organizational experiences in working with a network of relevant civil society organisations, local and national government agencies, including key local stakeholders in Indonesia.
- Team Leader, the overall team leader should have:
- Master’s degree (or equivalent) in International Development Studies, Social Sciences, Politics, Law, Human Rights, Gender, Women Studies, Economics, Monitoring, and Evaluation or related field.
- Minimum of 3 years of relevant experience on women’s rights, gender equality and/or law and access to justice for women and marginalized communities in Indonesia
- Substantive experience in managing and implementing similar projects with a strong gender focus is preferred.
- Proven experience in producing coherent, clear analytic reports and knowledge products.
- Excellent communication skills and fluent in English and Bahasa Indonesia.

- Team members, facilitators, and other members will be assessed on the following:
- Bachelor’s degree in International Development Studies, Social Sciences, Politics, Law, Human Rights, Gender, Women Studies, Economics, Monitoring, and Evaluation or related field is preferred. High school graduation is required as a minimum for team members.
- Experience in working with civil society and community-based organisations, including project/programme management
- Professional experience in the area of women’s empowerment, promoting local/community-owned initiative to advance gender equality and empowerment of women and girls
- Experience working in promoting peaceful and resilient communities is desirable
- Fluent in English and Bahasa Indonesia and other dialects as relevant

- Other competencies, which while not required, can be an asset for the performance of services
- Proven experience in joint projects and working in coalitions
- Experience in working with law enforcement and legislation on GEWE
