The Public Affairs Section (PAS) of the U.S. Embassy in Kabul, Afghanistan is pleased to announce an open competition for eligible organizations to submit applications for a project to carry out media activities that support the current peace process and future reconciliation efforts. PAS seeks proposals for a project that will support current peace and reconciliation efforts through:
- developing media fact-checking capacity,
- enhancing peace reporting and public outreach on the peace process, and
- strengthening provincial media organizations.
This project will:
- support the creation of fact-checking capabilities within one or more media organizations. The recipient will design and develop a fact-checking unit within one or more media organizations or NGOs. This fact-checking unit or units will publish the results of its work on social media and/or traditional media, and provide fact-checking information to a national audience.
- improve national coverage of local/regional peace movements and their activities. The recipient will solicit and document public opinion around peace and how violence has impacted local communities. The successful applicant will provide coverage of role models/heroes who are working on peace and reconciliation at the regional/local levels.
- assess the needs of provincial journalists and provincial media organizations and provide them with professional and technical training and networking opportunities.
Project Goal
The primary goal of this project is to support current peace and reconciliation efforts through developing media fact-checking, enhancing reporting on local/regional peace activities, and strengthening provincial media organizations.
Project Objectives
- To educate the Afghan public about the peace process with the aim to gain their support for a just and durable peace settlement.
- To educate the Afghan public about disinformation and propaganda through the execution of fact-checking programs.
- To build consensus and dialogue around the peace and reconciliation efforts.
- To increase the capacity of provincial journalists and media organization in their reporting on the peace and reconciliation process.

- Base Period: The floor for the base period is set at $500,000. The ceiling for the base period is set at $750,000
- Option Period One: The floor for option period one is set at $300,000. The ceiling for option period one is set at $350,000.
- Funding Type: This project will be funded by Economic Support Funds, authorized by the Foreign Assistance Act, and is subject to the statutory limitations of such funding.

Project Audience
The primary audience for this project is the Afghan public. The elements on fact-checking and local/regional peace activities reporting will be directed toward a national audience. The audience for the element on provincial media will be provincial journalists and media organizations. The focus of this element will be a small group of provinces, excluding Kabul, and the applicant will provide a justification for their choices.
Eligibility Criteria
- Eligibility is open to all types of applicants except for individuals.
- Organizations may sub-award/contract with other entities, but only one entity may be the prime recipient of the award. When sub-awarding/contracting with other entities, the responsibilities of each entity must be clearly defined in the proposal.
