The U.S. Department of State, Bureau of Democracy, Human Rights and Labor (DRL) announces an open competition for projects that strengthen independent media and/or credible transitional justice efforts in Yemen.
Categories
- Independent Media and Journalists (not to exceed $1,000,000): Programs should seek to ensure that Yemenis have access to and can safely develop fact-based, locally relevant, quality media content that can be amplified and disseminated internationally. Program activities should seek to provide an expanded space for independent media entities to report safely and ensure that journalists are able to operate and report on sensitive topics safely and independently despite the conflict. Programs should also demonstrate improved physical and digital security practices by independent and online Yemeni media partners as well as facilitate access for Yemeni media partners to international networks and media outlets to amplify their messaging and reporting.

Justice and Accountability (not to exceed $2,000,000): Programs should seek to increase civil society and survivor perspectives in Yemeni and international discourses on justice and accountability. These programs should ensure that survivors/victims have access to advocacy networks and that those networks feed into larger international mechanisms that seek to hold perpetrators of gross human rights abuses in Yemen accountable. Activities should strengthen civil society engagement in a range of efforts to promote truth, justice, and accountability, and may include, but are not limited to:
- Assisting the development and implementation of a civil society-led framework of recommendations on justice and accountability.
- Facilitating networks of victims groups in advocacy efforts to consolidate demands related to justice and accountability.
- Equipping key Yemeni stakeholders to produce comprehensive and high quality documentation from throughout Yemen on human rights violations and abuses committed during the conflict; establishment of referral networks and enhanced access to victim-centric services for survivors, including survivors of SGBV.
- Reporting on the status of detainees.

Eligibility Criteria
- DRL welcomes applications from U.S.-based and foreign-based non-profit organizations/nongovernment organizations (NGO) and public international organizations; private, public, or state institutions of higher education; and for-profit organizations or businesses. DRL’s preference is to work with non-profit entities; however, there may be some occasions when a for-profit entity is best suited.
- Applications submitted by for-profit entities may be subject to additional review following the panel selection process. Additionally, the Department of State prohibits profit to for-profit or commercial organizations under its assistance awards. Profit is defined as any amount in excess of allowable direct and indirect costs. The allow ability of costs incurred by commercial organizations is determined in accordance with the provisions of the Federal Acquisition Regulation , Cost Accounting Standards Administration.
