The U.S. Embassy’s Regional English Language Office based in Tallinn (RELO Tallinn) and Public Affairs Section in Moscow (PAS Moscow) of the U.S. Department of State announces an open competition for organizations to submit applications to carry out the “FY22 English Learning for Russian Speakers: Content Development,” a program to curate content that is tailored for Russian speakers to learn English and about U.S. culture.
Objectives
- The goal of the project is to provide accessible and attractive English learning content tailored for Russian speakers and equip Russian-speaking teachers of English with ideas of how to integrate this bilingual content with U.S. culture into their teaching.

The FY 2022 English Learning for Russian Speakers: Content Development program seeks to:
- Provide attractive and accessible audio and video English language learning materials to Russian speakers at the A2/B1 proficiency level of the Common European Framework of Reference (CEFR) that includes a solid approach to learning English and integrates elements of U.S. culture;
- Provide Russian-speaking English teachers with strategies and best practices for integrating audio and video content about U.S. culture into the classroom;
- Promote the content developed to a large audience of Russian speakers for learning English and appreciation of U.S. culture.

Participants and Audiences
- For the purposes of this program, “participants” are defined as young Russian speakers who are learning English, either in secondary school, university, or as young professionals.
- The ideal participants will be Russian speakers at the A2/B1 level of the Common European Framework of Reference for Languages (CEFR).
- These participants are seeking opportunities for self-study of English and may not have regular access to U.S. culture or perspectives in their classroom study of English.
- In addition, this program also includes Russian-speaking English teachers at the university or secondary school level as secondary participants.
- These teacher participants may have limited direct experience in the United States or with Americans, and the intention is to provide content and teaching guides that help integrate U.S. culture into their teaching.
- Applicants should maximize the number of participants at the given funding level.
- While cost-share is not mandatory, applicants who engage public and private partners for programming support and employ other creative techniques to increase or stretch funding dollars will be deemed more competitive than those that do not under the Cost Effectiveness and Cost-Sharing review criterion.
