The Global Community Engagement and Resilience Fund (GCERF), in collaboration with the CSM, is pleased to announce a call for expressions of interest for CSOs in the Philippines to develop a consortium and become a Principal Recipient (PR) of funding from GCERF’s Core Funding Mechanism (CFM).
Under the CFM, GCERF funds consortia of CSOs and Community Based Organisations (CBOs) to implement initiatives aimed at strengthening community resilience against violent extremism. Consortium grants are managed and supported by the PRs who are the legal recipients of GCERF funding and provide funding to other consortium members or “Sub-Recipients” (SR).
Operating at the nexus of security and development, GCERF is committed to working in partnership and consultation with governments, civil society, and the private sector in partner countries to support national strategies to address the local drivers of violent extremism. GCERF strengthens community resilience by supporting local community-level initiatives to address the drivers of violent extremism that promote social cohesion, community agency, equal access to opportunities, and individual’s sense of purpose.
The overall aim of this collaborative working and planning approach is to enable PVE to have resources allocated to it and be integrated into wider service delivery, ensuring communities are able to identify and address ongoing VE challenges once GCERF support ends.
Funding Information
- The maximum value of the grants will be USD 1,000,000 per consortium.
- The grants will be up to 36 months in duration and not less than 30 months.
Criteria
- Children outside or at risk of dropping out of school (14-18)
- Un- or under-employed Youth (young women and men between 19 and 35)
- Religious, Indigenous and Community Leaders (male and female)
- Governance Actors (Local Authorities, Security and Justice Actors, male and female)
- Where: VE affected and vulnerable areas in:
- Mainland Mindanao
- Manila
- How: By delivering against the four key pillars identified:
- Developing inclusive process with governance actors, including conflict resolution mechanisms.
- Prioritisation of transitional justice
- Access to meaningful livelihoods linked to private sector and government-backed opportunities
- Increase integration and quality of education in madaris
- Peace education and strategic communications will be included as cross cutting activities.
