The European Union (EU) has announced a call for proposals for the promotion of a culture of equality and empowerment and employability of women.
Objectives
- The general objective of this call for proposals is to promote gender equality by improving the perceptions and economic participation of women.
- This call for proposals is divided into two lots and has specific objectives :
- Lot 1: Renforcer role and capacity of civil society organizations:
- the promotion of the culture of equality
- the fight against violence and stereotypes.
- Lot 2: Renforcer role and capacity of non-state actors in promoting women’s empowerment and to support the implementation employability of the national plan for the economic empowerment of women.

Priorities
The priority (s) of this call for proposals are:
- Lot 1 – Promotion of a culture of equality and fight against violence and stereotypes
- The fight against sexist stereotypes with a prior situation analysis and an intervention strategy through priority communication vectors, support measures, impact analysis, and the establishment of strategic and multiplicative partnerships has tors with industry and local authorities, the media, and/or religious authorities and tradition.
- Prevention of violence against girls and women, including in the fight against underage marriage.
- Work with families, young men, and boys on gender stereotypes and the prevention of violence.
- Support for positive masculinity and fatherhood.
- Innovative support to change the perception of the role of women in socio-economic life, their rights, their social and economic contribution, and their perspectives
- Lot 2 – Promotion of female empowerment and employability
- Support for the resilience and recovery in a post-crisis context Covid 19 including by facilitating access to information about the economic recovery and protection measures complement of corporate communications.
- Promotion of an enabling environment for economic empowerment and decent work for women through strategic and multiplier partnerships with sectoral and local authorities and the private sector and advocacy actions.
- Support methods for professional integration/promotion and entrepreneurship (upstream and downstream, advisory support for the organization, management, and structuring in relation to the authorities and actors of the private sector);
- Targeted actions for new opportunities, including in areas with high potential for female employment

- The overall indicative amount made available under this call for proposals is EUR 3,800,000.00.

Duration
- For both lots
- The initial planned duration of an action may not be less than 24 months nor exceed 36 months.
Geographic Coverage
- The actions must be implemented in Morocco.
Eligibility Criteria
Lead applicants
- To be eligible for a grant, the lead applicant must:
- Be directly responsible for the preparation and management of the action with the co-sponsor (s) and the affiliated entity (ies), and not act as an intermediary
- Be a legal person
- Belong to one of the following categories (non-exhaustive): associations or non-governmental organizations, academic institutions, research centers, organizations international, organizations/ associations of traders representatives entities, and Moyennes Enterprises.
- Be established in Morocco or in the European Union
- Having conducted the programs and/or projects (one or more ) in Morocco and/or in the MENA region in supporting the promotion of equality and/or empowerment and/or employability feminine and/or promotion of the culture of equality in the three (3) years recent preceding the filing of the application.
Co-applicants
- Co-applicants participate in the development and implementation of the action, and the costs they bear are eligible in the same way as those borne by the lead applicant.
- Co-applicants must meet the same eligibility criteria as those which apply to the lead applicant himself.
Affiliated Entities
- The lead applicant and his co-applicant (s) may act with one or more affiliated entities.
- Only the following entities can be considered as affiliated with the lead applicant and/or the co-applicant (s):
- Only entities that have a structural link with the applicants (the lead applicant or a co-applicant), in particular a legal or capital link.
- This structural link mainly encompasses two concepts:
- Control, within the meaning of Directive 2013/34 / EU on annual financial statements, consolidated financial statements, and related reports of certain types of companies:
- Entities affiliated with an applicant can therefore be:
- Entities controlled directly or indirectly by the applicant (first-tier subsidiaries or subsidiaries) or controlled by an entity itself controlled by the applicant (sub-subsidiaries or second-level subsidiaries), and this is valid for the other levels of control;
- Entities directly or indirectly controlling the applicant (parent companies). Likewise, they may be entities controlling an entity controlling the requester;
- Entities controlled, directly or indirectly, at the same level as the applicant (sister companies).
- Entities affiliated with an applicant can therefore be:
- Control, within the meaning of Directive 2013/34 / EU on annual financial statements, consolidated financial statements, and related reports of certain types of companies:
- Membership, i.e. the applicant is legally defined as, for example, a network, federation or association of which the proposed affiliated entity is a member or the applicant is a member of the same entity (for example, a network, a federation, an association,…) than the proposed affiliated entity.
