The European Union (EU) is currently accepting proposals from eligible organisations for Cross-border Cooperation Programme Albania- Kosovo under the Instrument for Pre-accession Assistance (IPA II) allocations for 2014-2015 with an aim to foster socioeconomic development and strengthen the neighbourly relations in the programme area through encouraging cooperation among people, communities and institutions.
Thematic Priorities
- Protecting the environment, promoting climate change adaptation and mitigation, risk prevention and management
- Encouraging tourism and cultural and natural heritage
- Investing in youth, education and skills
Size of Grants
Any grant requested under this call for proposals must fall between 250,000 € and 500,000€.
Eligibility Criteria
In order to be eligible for a grant, the lead applicant must:
- be a legal person,and
- be effectively established in either Albania or Kosovo, or have a local branch office properly registered/established in Albania or Kosovo, and
- be directly responsible for the preparation and management of the operations with the co-applicant(s) and affiliated entity(ies), not acting as an intermediary,and
- be non-profit making for the purpose of this call
- be a specific type of institution or organisation such as :
- Central, regional and local government units (ministries, municipalities, departments, agencies
- Local tourist organisations
- Civil society organisations
- National Parks, bodies and organisation for nature protection
- Chambers of Commerce and Chambers of Crafts and Trades
- Professional associations, and associations of SME’s
- Education and training institutions (e.g. primary schools, VET schools, Universities, etc.)
- Cultural institutions such as museums, libraries, orchestras, etc.
- Research, development and innovation (RDI) institutions
- Agencies for local or regional development
- public bodies acting as service providers
- local authorities, local governments and their institutions, associations of municipalities,
- Please note that political parties are not eligible, neither as lead applicants nor as co-applicants.
- Please note that Economic actors such as SME’s can only be associates.
- Potential applicants must not participate in calls for proposals or be awarded grants if they are in any of the situations
- In Part A, section 3 of the grant application form (‘Declaration by the lead applicant’), the lead applicant must declare that the lead applicant himself, the co-applicant(s) and affiliated entity(ies)are not in any of these situations.
- The lead applicant must act with co-applicant(s) as specified hereafter.
How to Apply
- The application procedure consists of two phases:
- Concept notes
- Full applications
- In the first instance, only concept notes must be submitted for evaluation. Thereafter, lead applicants who have been pre-selected will be invited to submit a full application
