The European Commission (EC) is accepting proposals for Pilot institutionalised EU cooperation instruments to explore the feasibility for a possible European legal status for alliances of higher education institutions.
Scope
- Topic 2: Pilot institutionalised EU cooperation instruments to explore the feasibility for a possible European legal status for alliances of higher education institutions
- Higher education alliances could benefit, on a voluntary basis, from institutionalised cooperation instruments, such as a possible legal status for alliances of higher education institutions, for example ‘European Universities’, that enable them to share human, technical, data, education, research and innovation capacities, where appropriate. This call will allow them to test, on a voluntary basis, existing European instruments, such as the European Grouping of Territorial Cooperation (EGTC) or the European Economic Interest Grouping (EEIG).

Eligibility Criteria
In order to be eligible, the applicants (beneficiaries and affiliated entities) must:
- be legal entities (public or private bodies)
- be established in one of the eligible countries, i.e. EU Member States and third countries associated to the Erasmus+ programme:
- EU Member States (including overseas countries and territories (OCTs))
- Non-EU countries: third countries associated to the Erasmus+ Programme (including EEA countries), countries which are in ongoing negotiations for an association agreement to the Erasmus+ programme and where that agreement enters into force before the grant signature
- The applicants (beneficiaries and affiliated entities if any) must be higher education institutions holding a valid Erasmus Charter for Higher Education (ECHE), and/or public or private organisations active in the fields of education and training or in other fields relevant to this policy experimentation call.
- Only Higher education institutions (HEIs) holding a valid Erasmus Charter for Higher Education (ECHE) can be coordinators of the project.
