The European Union (EU) has announced a call for applications for the Food and Nutritional Security Program (SAN) TD / FED / 038-874 Food Security Component.
Objectives & Priority Issues
- Overall objective of the SAN Program : At the end of the financing agreement, the overall objective of the SAN is to promote the socio-economic development of Chad by reducing malnutrition.
- The specific objective of the SAN Program aims to contribute to a significant reduction in the prevalence of chronic malnutrition in Chad.
- The general objective of this call for proposals is: Support for rural populations vulnerable so that they are able to sustainably improve their food and nutritional security.
The priorities of this call for proposals are:
- The organization, structuring and capacity building of producer organizations through the establishment of a supply system for inputs, agricultural equipment and others equipment and support advice to producers for better use of packages agro-sylvo-pastoral and fishery technologies / techniques (ASPH);
- The construction / rehabilitation / management of structuring production support infrastructures (ASPH), preservation, processing and marketing;
- The promotion of activities generating additional income for the benefit of households vulnerable, especially women;
- Prevention against risky sexual behavior, particularly during the performance of works;
- Road safety along developed rural tracks and environmental protection.
Funding Information
The overall indicative amount made available under this call for proposals is EUR 11,500,000. The Contracting Authority reserves the right not to allocate all of the available funds. This envelope is distributed as follows:
- Lot N ° 1 Logone Occidental: 3,000,000 EUR;
- Lot N ° 2 Tandjilé: 2,800,000 EUR;
- Lot N ° 3 Guéra: 1,600,000 EUR;
- Lot N ° 4 Ouaddaï: 2,200,000 EUR;
- Lot N ° 5 Wadi Fira: 1,900,000 EUR.
This call for proposals has the specific objective of: securing appropriate nutrition for populations vulnerable by improving the productive performance of rural producers and the opportunities household economy in intervention areas:
- Component 1: Support rural producers for the intensification and diversification of agricultural production in the under-targeted area;
- Component 2: Promote additional income-generating activities for vulnerable households, by especially women.
This call for proposals is divided into five (5) lots and applicants should take note of the details of the rules and conditions of each lot to submit a suitable and eligible proposal. It’s about in particular of:
- Lot 1: the Logone Occidental area, (9 sub-prefectures: Moundou, Bah, Déli, Dodinda, Mbalkabre, Mballa-Banyo, Ndondong, Bénoye, B ébelem);
- Lot 2: the Tandjilé area, (5 sub-prefectures: Lai, Béré (including Tchoua), Kélo, Baktchoro, Bologo);
- Lot 3: the Guéra area, (4 sub-prefectures: Mongo, Niergui, Bitkine, Bang-Bang);
- Lot 4: the Ouaddaï area, (6 sub-prefectures: Abéché, Amléyouna, Bourtail, Chokoyan, Guéri, Adré);
- Lot 5: the Wadi-Fira area (6 sub-prefectures: Biltine, Am-Zoer, Mata, Guéréda, Kolonga, Serim-Birké)
Eligibility Criteria
Lead applicant(s)
To be eligible for a grant, the lead applicant must:
- Be a legal person; and
- Have no profit; and
- be established 3 in a Member State of the European Union or ACP and other eligible nationalities (including South Sudan) in accordance with Articles 20 and 22;
- be directly responsible for preparing and managing the action with the co-applicant (s) and the affiliated entity or entities, and not act as an intermediary; and
- have at least five (5) years of experience in supporting and strengthening professional agricultural organizations;
- have relevant and proven experience in the popularization of agricultural techniques innovative: technical routes, fertility management, management of pests and pesticides, support to promising sectors, development of value chains, etc;
- have relevant and proven experience in setting up maintenance systems regular and sustainable management of hydro-agricultural facilities;
- have at least five (5) years of field experience in Chad / or in one of the countries of the Lake Chad or the Sahel.
Co-applicant(s)
- When the lead applicant is not a national NGO, that is to say created in Chad and having its headquarters company established in the country, it must involve at least one national co-applicant in the action.
- Co-applicants participate in the development and implementation of the action, and the costs they bear are eligible in the same way as those supported by the lead applicant.
- Co-applicants must meet the same eligibility criteria that apply to the applicant leader himself.
- Co-applicants must sign the mandate form.\
Affiliated entity(ies)
- The lead applicant and his or her co-applicant (s) may act with one or more affiliated entities.
- Only the following entities can be considered as affiliated with the lead applicant and / or to the co-applicant (s):
- Only entities that have a structural link with the applicants (the lead applicant or a co-applicant), in particular a legal or capital link.
- This structural link mainly encompasses two concepts:
- control, within the meaning of Directive 2013/34 / EU on annual financial statements, on financial statements consolidated statements and the related reports of certain types of companies:
- Entities affiliated with an applicant can therefore be:
- entities controlled directly or indirectly by the applicant (subsidiaries or subsidiaries of first rank) or controlled by an entity itself controlled by the applicant (sub-subsidiaries or second-level subsidiaries), and this is valid for the other control levels;
- entities directly or indirectly controlling the applicant (parent companies). Of the same way, they can be entities controlling an entity controlling the requestor;
- entities controlled, directly or indirectly, at the same level as the applicant (sister companies).
- Entities affiliated with an applicant can therefore be:
- membership, i.e. the applicant is legally defined as, for example, a network, a federation or association of which the proposed affiliate is a member, or the applicant is member of the same entity (for example, a network, a federation, an association, …) as the entity proposed affiliate.
