In accordance with the commitments France made at the 5th National Humanitarian Conference and the recommendations for the external evaluation of the Humanitarian Emergency Fund, the Humanitarian and Stabilization Operations Department of the Crisis and Support Centre is renewing 2022 its fund to support structural humanitarian initiatives.
This tool aims to support initiatives by humanitarian actors to respond to the growing challenges for aid due to the increasing scale of humanitarian crises.
Priority themes
This call for projects aims to finance structural projects in the field of humanitarian assistance and emergency response, specifically in the following areas:
- the pooling of capacities among actors and the sharing of innovative solutions;
- the localization of aid, in particular capacity building of local actors’ crisis response;
- the promotion of international humanitarian law, particularly the protection of humanitarian workers and the fight against impunity for crimes of which they are victims; and also the preservation of the humanitarian space;
- the inclusion of environmental matters in emergency humanitarian response and the impact of climate change on humanitarian assistance.
Funding Information
- Duration: between 12 and 24 months.
- Budget: between €500K and €1 million.
Eligibility Criteria
- This call for projects is open to French and international NGOs, and local NGOs, recognized for their expertise and intervention capacity in response to humanitarian crises.
- Type of structure: Non-governmental organizations or operational foundations, acting in their name or in a consortium.
- Each organization can submit only one project to this call. The organizations must establish a concept paper and detailed budget, and present the structural and/or innovative character of the project or approach (analysis of the context, value added and innovative aspects, technical feasibility, synergy with what exists, approach benefiting the sector and humanitarian actors, etc.).
- The projects must address at least one of the priority themes. They may focus on more than one theme. Projects with a particular focus on the cross-cutting incorporation of gender issues will be appreciated.
Selection Criteria
The following projects are encouraged:
- Projects led in consortium, or supporting North-South partnership dynamics;
- Projects conducted in partnership with local actors and fostering their participation and empowerment;
- Projects that incorporate gender issues and in particular prevention of sexual violence and support for victims (health, protection, etc.);
- Projects that factor in the vulnerabilities of the end recipients of assistance (disability, age, vulnerable groups, etc.);
- Projects that are co-financed by other international donors.
Non-eligible actions
Projects targeting one of the following operations are not eligible:
- Projects limited to communication, information or awareness-raising;
- Development projects
