The Government of Malawi, with the support of United Nations Development Programme (UNDP) has launched a funding call named “Saving Lives and Protecting Agriculture-based Livelihoods in Malawi: Scaling Up the Use of Modernized Climate Information and Early Warning systems (M-CLIMES)”.
The project will work with communities in food-insecure districts to co-develop tailored weather- and climate-based agricultural advisories to be disseminated through ICT/mobile, print and radio channels. The project will also scale up best practices in community readiness to respond to disasters and mitigate key risks. Community-based EWS will be scaled up in flood-prone areas and capacities to use and respond to warnings will be strengthened at the national, district and community levels. The project has three expected outputs:
- Expansion of observation networks that generate climate-related data to save lives and safeguard livelihoods from extreme climate events;
- Development and dissemination of products and platforms for climate-related information/services for vulnerable communities and livelihoods;
The MCLIMES project has invested heavily in expanding coverage of meteorological and hydrological hazards by procuring and installing Automated Weather Stations, Hydrological Monitoring Stations, Lightning Detection Sensors and 2 buoys for monitoring Lake Malawi. Data from these monitoring devices/stations, when combined with both local and global weather/seasonal forecasts allow for the following potential products:
- Recent observations and forecasts of rainfall and temperature each day for the next 1-5 days;
- Recent observations and forecasts of winds and waves on Lake Malawi for the next 1-2 days;
- Recent observations and trajectories of lightning and associated storms for the next 1-3 hours;
- Monitored and forecast streamflow/water levels in some rivers for the next 1-2 days;
- Seasonal forecasts of the probability of above and below normal rainfall and temperature for the next 1-3 months.
Duration
- The expected duration of the assignment is 60 days.
Eligibility Criteria
- Qualification, Team Composition and Experiences
- A minimum level of expertise and qualifications of the consultancy firm should be as follows:
- Proven experience of atleast 5 years in designing and conducting private sector engagement assessments /negotiations, information products needs assessments or related assignments
- Experience with working with Hydrometeorological Projects and familiarity with climate services and climate information products.
- Demonstrate excellent writing, oral communication and inter-personal skills, including demonstrated ability to interact effectively with a broad range of stakeholders (e.g. Private sector; NGOS; sectors, government ministries/agencies, public etc
- At least 3 years of experience in client engagement in Private Sector
- Must be legally registered in Malawi including valid tax compliance documentation
- Client focus and commitment to results
- Fluency in English and Chichewa language
- Sensitivity to gender and cultural issues.
- The team should include at minimum the following key professionals:
- Private Sector Engagement Specialist,
- Hydro-Met specialist/Climate Services Specialist
- Socio-economist.
- Each proposed expert should have the following minimum education and experience:
- A minimum of a master’s degree in relevant areas such as, Economics, Agricultural economics, Climatology, Meteorology
- Proven experience of atleast 5 years in designing and conducting private sector engagement assessments /negotiations or related assignments, and familiarity with climate services
- Excellent writing, oral communication and inter-personal skills, including demonstrated ability to interact effectively with a broad range of stakeholders (e.g. Private sector; NGOS; sectors, government ministries/agencies, public etc).
- Client focus and commitment to results
- Fluency in English and Chichewa language
- Sensitivity to gender and cultural issues.
- A minimum level of expertise and qualifications of the consultancy firm should be as follows:
- Language Requirements:
- Fluency in written and spoken English is essential. Ability to write reports, make presentations in English.
