The Public Diplomacy Section (PDS) of the U.S. Embassy in Tbilisi, Georgia encourages U.S. organizations to apply for the Television Cooperative Program (TV Co-Op) for a Georgian television company to be identified/confirmed by the Public Diplomacy Section to film feature stories under the generic working title Benefits of Game-Based Learning and Use of Animation in Education – specifically in language learning and mastering STEM (Science, Technology, Engineering and Mathematics).
Objectives
- To learn if and to what extent the U.S. Department of Education recognizes the power of digital tools for learning, primarily in language leaning and STEM education
- Shoot and tape interviews at a school/college/university with a distinctive initiative in game-based education and animation
- Tape interview with the U.S. Department of Education representative
- Observe students who are able to learn through participating in different extracurricular and classroom activities
- Shoot and tape interviews at a university with a distinctive initiative in teaching classes to ensure undergraduates and post-graduates are able to learn how to design games and create animation with educational purposes; suggested universities: the NY University and the University of Southern California – both with advance gaming departments
- Real time creation of videos games – observe and film game developer teams paired with educators and learning researchers in action; or/and pair with organizations, such as NASA to create STEM education games
- Learn about the role of big gaming companies and independent game developers in education,llearn about the creation of educational game prototypes and animation cartoons designed for engaging learning process
- Learn about collaboration between the businesses, gaming companies and education researchers with a goal to use gaming and animation in education
- Learn about Education Game Jam, film one of the Jams provided they occur during the tour
Goals
- The TV Co-Op has multiple goals: it should enhance awareness of Georgian viewers about the role of game-based learning and the use of animation in the U.S. education system; plus, develop professional skills of a participating TV crew from Georgia under an American producer’s guidance.
- Video games and animation are important learning tools that provide immersive, interactive, and creative spaces for students to learn and for teachers to explore the modern classroom opportunities.
- The U.S. Embassy expects the Co-Op to help enhance the Georgian educators’ capacity to meet the new challenges and needs to match the habits of today’s learners. One of the ways can be learning by doing through the development of fun, entertaining, user-friendly, easy to reach, smart and multiplatform professional gaming and animation products.
- Familiarization with American experience in identified field, reflecting this experience in the footage and airing the final product on the Georgian’s crew’s parent company are the primary goals of the present TV Co-Op.
- The final product will reflect the ways of traditional education system to become committed to fostering the broader adoption of high-quality games in schools and informal learning settings with a focus on language learning/mastering and STEM education.

Target Audience
- The main target audience of this TV Co-Op production is Georgian teachers, students, education specialists, researchers and policy-makers.
- Georgian educational institutions strive to add new technology elements to their education system.
- The grantee should help a participating crew to work toward this end.
- The program will positively affect the education environment in the country, and enhance the role of engaging teaching/learning approach to keep balance with the era of new technologies.
Eligibility Criteria
- Eligibility is limited to U.S. media, film studio, production companies and non-profit/non-governmental organizations.
- Direct funding for non-U.S. entities is not available under this announcement.

- Applicants must have a demonstrated expertise in developing and implementing assignments/contracts related to designing, planning and carrying-out short-term filming tours for foreign/non-American television crews in the United States.
- Expertise and established relationships with indigenous media organizations in Georgia will be considered favorably.
- A PDS staffer will escort the crew and provide interpretation as necessary.
