The United States Agency for International Development (USAID) Mission to Georgia (USAID/Georgia) is seeking applications for a Cooperative Agreement from the qualified entities to implement the USAID Media Program.
The purpose of the USAID Media Program is to strengthen the quality of media and information in Georgia while preserving an information landscape that is vital to Georgia’s citizens and holds Georgia’s government to account. USAID defines quality as well-researched, evidence-based content that adheres to journalistic ethics and is civically relevant and engaging.
Objectives
- Preserve and strengthen an enabling environment that fosters press freedom and access to information;
- Develop more effective self-regulation among media professionals and information producers that sets standards for quality and ethics; and
- Increase the availability of civically relevant, fact-based, independent sources of information.
Activities
- Preservation of a free and open environment for freedom of expression and press;
- Greater commitment in the media and information sector to ethical and professional content and journalism in the public interest;
- Increased availability of civically relevant, fact-based information across a variety of platforms/formats for citizens and their communities;
- Innovation in content and community-oriented business models to engage audiences and increase viability; and
- Increased trust and investment by citizens in the media they consume
Funding Information
- USAID intends to award one Cooperative Agreement pursuant to this notice of funding opportunity.
- Subject to funding availability and at the discretion of the Agency.
- USAID intends to provide up to $10,000,000 in total USAID funding over a 5-year period.
- USAID reserves the right to fund any or none of the applications submitted.
- The anticipated period of performance is 5 years from the signing of the Cooperative Agreement.
- The estimated start date will be September 2022.
Eligibility Criteria
- Eligibility for this NOFO is not restricted.
- U.S. and non-US organizations may participate under this NOFO.
- USAID welcomes applications from organizations that have not previously received financial assistance from USAID. USAID will not accept applications from individuals.
- Applicants must have established financial management, monitoring, and evaluation processes, internal control systems, and policies and procedures that comply with established U.S.
- Government standards, laws, and regulations.
- The successful applicant(s) may be subject to a responsibility determination assessment (Pre-award Survey) by the Agreement Officer (AO).
- The Recipient must be a responsible entity.
- The AO may determine a pre-award survey is required to conduct an examination that will determine whether the prospective recipient has the necessary organization, experience, accounting, and operational controls, and technical skills – or ability to obtain them – in order to achieve the objectives of the program and comply with the terms and conditions of the award
- USAID welcomes applications from organizations that have not previously received financial assistance from USAID.
