The Ministry of Foreign Affairs has launched a grant project competition, “Support for Development Cooperation in recipient countries designated by the Republic of Latvia” for 2025 and invites to an informative meeting on the requirements of preparation and evaluation procedures for project applications.
As of 2025, development cooperation policy and projects will carry the brand of LATDEV – Latvia’s Development Cooperation.
Priority in the competition is given to projects in the European Union’s Eastern Partnership countries (Ukraine, Armenia, Georgia, Moldova), Central Asian countries (Kyrgyzstan, Tajikistan, and Uzbekistan) and African countries, as well as support for the civil society independent media in Belarus and Georgia.
Support will be granted in the areas such as development and capacity building of public administration, democratic participation, business development, gender equality, support for the mitigation of climate change, fighting disinformation, and digitalisation.
Objectives
- The aim of the competition is to support the implementation of development cooperation projects in developing countries included in the list of official development assistance recipients of the Development Assistance Committee of the Organization for Economic Cooperation and Development.
Funding Information
- The minimum grant amount that can be awarded for the implementation of a project is 40,000 EUR per calendar year.
- The maximum grant amount that can be awarded for the implementation of the project is 90,000 EUR per calendar year.
- The total funding made available for the projects in 2025 is EUR 1 202 537.57, with EUR 700 000.00 earmarked for projects in Ukraine. The total funding made available for the projects in 2026 is EUR 1 430 000, with EUR 700 000.00 for projects in Ukraine.

Eligibility Criteria
- Project applicants
- A project application may be submitted and a grant may be received by direct and indirect state administration institutions of the Republic of Latvia, derived public entities, other state institutions, as well as associations, foundations, merchants, trade unions, and other entities registered in the Republic of Latvia (hereinafter collectively – project applicants, each individually – project applicant).
- Political parties and their associations, as well as individuals, cannot receive the grant.
- Cooperation partners
- The project applicant must have at least one cooperation partner in the partner country.
- Cooperation partners may be direct and indirect state administrative institutions, derived public entities, other state institutions, as well as associations, foundations, merchants, trade unions and other entities.
- Political parties and their associations, as well as natural persons, cannot be cooperation partners.
- When submitting a project to support Belarusian civil society, the project applicant must have a cooperation partner outside Belarus.
- Co-financiers
- To promote project applicants’ responsibility for project results, project applicants and cooperation partners in both Latvia and the beneficiary countries are invited to provide their own co-financing or attract third-party co-financing for the implementation of the project.
- Co-financiers may be other development cooperation donors both in Latvia and abroad – direct and indirect state administration institutions, derived public entities, other state institutions, as well as associations, foundations, merchants, trade unions and other entities.
- Political parties and their associations, as well as natural persons, and state administrative institutions of Belarus and Georgia cannot be co-financiers.
