UNDP is inviting proposals for Low value Grant support to foster small scale innovative actions to address human rights problems that are created by business operations in Bangladesh.
The support will encourage innovative ideas, actions, and approaches to initiate policy level actions for solving human rights problems and challenges by connecting specific groups of businesses and communities.
The implementation areas should be connected to national level. This support mechanism will apply Low Value Grant (LVG) mechanism to address two areas.
Firstly, it will enhance capacities of potential organizations for engaging in awareness raising activities for implementation of UNGPs and initiating the process of National Action Plan (NAP) on business and human rights.
Secondly, it will also promote advocacy activities and networking among labour organizations, CSOs, government, private sector and business associations.
United Nations Development Programme (UNDP) is inviting innovative proposals for two activities under two categories:
- Enhancing Stakeholder Engagement for Business and Human Rights in Bangladesh and
- Research Study on Workers’ Rights in the Construction Sector of Bangladesh, as a response to this IFP from interested NGOs/CSOs/Organizations for Business and Human Rights in Asia (B+HR Asia) Project, UNDP, Bangladesh.
Purpose of the IFP
- Category 1: The purpose of IFP 2021 is to enhance the institutional capacity and engagement of NGOs/ CSOs/organizations for the better promotion of UNGPs and protection of human rights from adverse impact of business operations. The IFP invites applications from NGOs/ CSOs/organizations for conducting a series of consultations with key stakeholders from the government and the business sector. It also aims to engage them into dialogues on implementation of UNGPs in Bangladesh and initiate the development of NAP.
- Category 2: The purpose of IFP 2021 is to enhance the institutional capacity and engagement of NGOs/ CSOs/organizations for the better promotion of UNGPs and protection of human rights from adverse impact of business operations. This IFP 2021 is open to national organizations/CSOs/NGOs working on labour rights issues in the context of Bangladesh. It intends to make positive changes in developing responsible business operations through ensuring implementation of UNGPs within the company policies and national regulatory framework of Bangladesh.
Priority Actions
- Category 1:
- Key Informants Interview (KIIs) of stakeholders of government officials from relevant Ministries, private sector companies, business associations and chambers based on semi structured questionnaire. Selection of respondents will be determined upon discussion between the selected organization and BHR team, UNDP Bangladesh.
- Two round-table dialogues with government officials and representatives from the private sector, business associations and chambers respectively in the two separate dialogues. Power-point presentation to be done at the dialogues on findings of KIIs existing BHR issues in Bangladesh, UNGPs and NAP development.
- Develop summary result reports on the organized round-table dialogues with list of participants, key findings, and satisfaction result.
- A final policy brief will suggest a set of recommendations to the Government and NHRC to initiate the NAP development process in Bangladesh based on key findings from intended deliverables, which will be presented at the National Dialogue on Business and Human Rights later this year.
- Category 2:
- Case study of construction workers for understanding their situation in the context of business and human rights.
- In-depth interview of construction companies for assessing their awareness on their workers’ rights and safety. Collect information on existing company policy for addressing workers’ rights and safety.
- Interview of associations related to construction industry.
- Interview of government representatives from Ministries/ organizations relevant to construction industry.
- Identify the risk factors for workers at the construction sites and identify the required regulatory instruments for addressing those risks. This requires review of the provisions under the existing national regulations.
- A well-designed and informative research report with qualitative and quantitative findings and recommendations to be delivered at the end of the study.
- A draft operation guideline to be developed for construction companies with inclusion of assessment tools for assessing safety of workers, which can be shared with relevant government authority for review and practice.

- Category 1:
- In 2021, B+HR Asia project is focusing on Output 2: Regional and national legislative and policy frameworks, including National Action Plans, are developed, and implemented on UNGP, reflecting regional best practices, including perspectives of women, migrants and Indigenous Peoples (IPs). This IFP call 2021 will predominantly focus on activities which are related to output 2 of the B+HR regional project.
- Category 2:
- In 2021, B+HR Asia project is focusing on Output 2: Regional and national legislative and policy frameworks, including National Action Plans, are developed, and implemented on UNGP, reflecting regional best practices, including perspectives of women, migrants, and Indigenous Peoples (IPs).
- The IFP call 2021 will predominantly focus on activities which are related to output 2 of the B+HR regional project. An indicator for this output includes awareness raising sessions on business and human rights targeted towards women, migrants, IPs and other vulnerable groups. This activity targets the workers in the construction sector as a vulnerable group subject to risks associated with the construction operations.

Eligibility Criteria
- Updated Government registration (i.e., need GoB registration certificate)
- At least five years of experience in successfully providing research-driven policy recommendations to the government.
- Experience of conducting at least two assignments of qualitative research, based on primary and secondary information.
- Demonstrable experience in working with government Ministries/ UN agencies/private sector.
- Experience of organizing and facilitating high level dialogues, workshops, interviews, and focus group discussions.
