The Bureau of International Narcotics and Law Enforcement Affairs of the U.S. Department of State announces an open competition for organizations to submit applications to carry out projects to:
- monitor, assess, and report on the operational effectiveness and respect for human rights of Kenyan state security forces in the runup to and aftermath of the 2022 national elections; and
- engage directly with Kenyan state security officials, political parties, electoral bodies, and civil society leaders to ensure mutual understanding of rights and responsibilities and to advocate for strong measures to prevent, mitigate, and respond to abuses.
Goals: Kenyan state security force public order operations during the 2022 electoral cycle are subject to independent monitoring and reporting, deterring widespread abuses of human rights. Monitoring documents instances of Kenyan authority abuses as well as violence by private individuals.
Objectives
- Key flashpoint areas and populations for the 2022 Kenyan election cycle are identified.
- Kenyan security authorities are made aware of key flashpoints and of the presence of human rights monitors in those areas.
- Small teams of human rights monitors are trained, equipped, and deployed in flashpoint areas during rallies and demonstrations.
- Information is fed through a coordinated reporting structure to document abuses and highlight the potential for state-sponsored atrocities.

- Total available funding: $250,000
- Award amounts: awards may range from a minimum of $50,000 to a maximum of $100,000
- Length of performance period: 12 to 18 months
- Number of awards anticipated: 3-4 awards (dependent on amounts)
- Anticipated program start date: September 30, 2021

Eligibility Criteria
- The following organizations are eligible to apply:
- U.S.-based non-profit/non-governmental organizations (NGOs);
- Foreign-based non-profits/non-governmental organizations (NGOs);
- Foreign-based educational institutions
- U.S.-based educational institutions subject to section 501(c)(3) of the U.S. tax code;
- Applicants must also meet the following requirements to be eligible to apply to this NOFO:
- Applicants must have a robust existing presence in Kenya with strong local leadership and language skills in Swahili and/or the vernacular language of the area where activities will be conducted.
