The Bureau of International Narcotics and Law Enforcement Affairs of the U.S. Department of State (INL) has announced an open competition for organizations to submit applications to carry out a project to develop and deliver a curriculum on juvenile corrections management.
INL section at the U.S. Embassy in Mexico (INL/Mexico) Prison program’s key goal is to support the Government of Mexico (GOM) in improving the capacity of its prisons system, to manage its inmate population, and conduct meaningful reforms at the federal, state, and municipal-level prisons and jails to, more effectively, prevent transnational criminal organizations from operating from within penitentiaries.
The goal of this project is to develop and deliver a juvenile correctional institution management training course, following the ADDIE (Analysis, Design, Develop, Implement, and Evaluate) curricula development model, that is applicable – with tailoring – to Mexican context. This course should provide juvenile correctional officials with a basic understanding of international standards and best practices for managing a juvenile correctional institution, including staff, security, and physical plant, as well as how to manage offenders, including in-processing, classification, and management, applying intervention and protection programs, and access to programs and services. Course participants will also engage in a dialogue about how their current policies and practices align with international standards and best practices.

- Award amounts: in an amount not to exceed the total ceiling amount; The anticipated total federal funding amount is not to exceed $500,000.

- The following organizations are eligible to apply:
- U.S.-based non-profit/non-governmental organizations (NGOs);
- U.S.-based educational institutions subject to section 501(c)(3) of the U.S. tax code;
- Foreign-based non-profits/non-governmental organizations (NGOs);
- Foreign-based educational institutions
- Applicants must also meet the following requirements to be eligible to apply to this NOFO:
- Previous experience in the development and delivering of training courses
- Instructors must possess experience working in juvenile correctional institutions
- Instructors and developers must have a proficient level of Spanish to be able to develop training materials in Spanish and conduct the training in Spanish.
