The Climate and Clean Air Coalition (CCAC) is inviting non-governmental organization (NGOs), intergovernmental organization (IGO), or other not-for-profit entities for Strengthen SLCP planning and advance mitigation action.
The aim of this project is to support the Democratic Republic of the Congo’s Ministry of Environment and Sustainable Development in strengthening short-lived climate pollutant (SLCP) planning efforts and in advancing mitigation actions.
Funding Information
Estimated project cost: US$ 150,000 – 200,000.
Minimum Required Outputs
Projects should deliver at a minimum:
- Updated and improved SLCP emission projections and mitigation assessments in key source sectors, including an assessment of the institutional arrangements, the policy and regulatory environment, the cost and financing of implementation, and a monitoring and evaluation framework for mitigation as a contribution to DRC’s Nationally Determined Contribution (NDC), its implementation plans, and monitoring, reporting and verification (MRV) framework.
- A methane roadmap that follows a methodology agreed with the CCAC Secretariat, building on the assessments.
- Capacity building workshops and support tools to train personnel in the Ministry and other relevant institutions focused on developing and updating a national inventory for SLCP emitting sectors, the development of mitigation assessments (i.e.using LEAP), and the integration of SLCPs within DRC’s climate change planning processes.
- A portfolio of projects (project proposals and concept notes) for SLCP mitigation in DRC, also considering the inputs generated by the SLCP mitigation assessments.
Applicants are encouraged to propose additional outputs as needed to ensure the expected project outcomes are achieved.
Expected Outcomes
Through the proposed outputs and activities, the project should achieve the following by its completion:
- DRC’s government has demonstrated:
- Increased capacity to assess and model their SLCP emissions, to prioritize and implement SLCP mitigation measures, and to track progress
- Increased knowledge on their institutional arrangements, policy and regulatory environment, and SLCP implementation cost requirements.
- DRC’s government endorses the methane roadmap.
Eligibility Criteria
- To be eligible for consideration, project proposals must meet the following requirements:
- Are complete and submitted before the deadline
- Are submitted by a non-governmental organization (NGO), intergovernmental organization (IGO), or other not-for-profit entity
- Requested funding falls within the indicated cost range and the project duration is less than 24 months
- Budget criteria are met and spending caps on expenses are respected.
