The United Nations Development Programme (UNDP) is implementing a five-year GEF funded project “Adapting to climate change induced coastal risk management in Sierra Leone” with the aim to strengthening the ability of coastal communities to systemically manage climate change risks and impacts on their physical infrastructure and economic livelihoods.
Objective
The main objective of this assignment is to identify a suitable Non-profit organization (CSO/NGO/Academia/Foundation) with operational presence and expertise to support VSLA and Waste Management groups with start-up grant capital for improvement on their local entrepreneurs and businesses for climate resilient enhancement.
Thematic Components
The project focuses on three thematic components:
- Component 1: Generating sound scientific knowledge and access to information.
- Component 2: Climate information internalized into coastal development policy and plans;
- Component 3: Awareness and alternative, innovative activities to support adaptation in the coastal zone.
Through these components, the project will work towards the removal of those policy and informational barriers that are preventing Sierra Leone, as a nation, to systematically manage coastal risks. This will contribute to the vulnerability reduction of both coastal communities and ecosystems and strengthen institutional capacity and adaptation planning.
Funding Information
- The total grant amount is up to a maximum $40,000 USD including direct support to the project beneficiaries and administrative overheads not more than 10% and direct cost not more than 2,000 USD.
Duties and Responsibilities
- A suitable Nonprofit organization (CSO/NGO/Academia/Foundation) with operational presence and expertise to support Eignt (8) VSLA groups in Tombo (Western Area); Conankrydee (Port Loko District), Shenge (Moyamba District) and Turtle Island (Bonthe Island) and Six (6) Waste Management groups in Lakka, Hamilton, Tombo (Western Area); Conankrydee (Port Loko District), Shenge (Moyamba District) and Turtle Island (Bonthe Island) with cash grant capital.
- This entails close collaboration with Good Shephard Development Ministry (GSDM) to support VSLA groups that have been formed within the project locations and provide one-off start-up capital grant to VSLA groups and Waste Management groups to increase their financial capability for improved livelihoods.
Specific Responsibilities:
- In collaboration with GSDM, assess all 8 VSLA groups that have been formed in four targeted project locations
- Assess all 6 Waste Management groups in six project locations for grant support
- Provide one-off start-up grant capital to 8 New VSLA groups in four Locations (Tombo, Conankrydee, Shenge and Turtle Island) with each group receiving not more than $2,000USD equivalent in New Leone
- Provide one-off start-up grant capital to all 6 Waste Management Groups in all the six project locations (Lakka, Hamilton, Tombo, Conankrydee, Shenge and Turtle Island) with each group receiving not more than $3,000USD equivalent in New Leone
- Open bank accounts for beneficiaries and pay start-up funds into the various accounts.
Deliverables
- The expected output of this assignment among other things is expected to deliver on the following:
- Inception report submitted and approved by UNDP one weeks after signing of contract detailing revised work plan and methodology to be used in delivering the assignment
- Final report submitted and approved by UNDP within Six weeks of contract agreement indicating grant capital provided to the targeted project beneficiaries.
Eligibility Criteria
- This assignment requires the services of suitable Non-profit organization (CSO/NGO/Academia/Foundation) with at least two years of operational presence and expertise in cash transfer to provide start-up grant capital.
- The following minimum qualifications and experiences are required:
- Education:
- Qualified support staff members assigned to the Grant Recipient will have at least first degree in Business Management, Financial Management or Accounting, or any related field.
- Experience:
- Minimum of at least 5 years professional experience in cash transfer program
- Operational presence in the targeted locations for at least 3 years in either two of the operations Districts
- Experience in providing cash grant to community groups
- Previous experience working on similar assignment.
