The United Nations International Children’s Emergency Fund and Generation Unlimited has launched the Green Rising initiative to empower youth-led climate action globally.
The movement aims to mobilize young people through volunteering, green skills development, entrepreneurship, and advocacy, with a focus on supporting vulnerable youth in developing countries. Since its inception, Green Rising has surpassed expectations, engaging over 11 million youth in climate actions such as river cleanups, waste management, and tree planting.
UNICEF’s Children’s Climate Risk Index (CCRI) showed that nearly 2,9 million children in the Western Balkans (WB), including Kosovo, are vulnerable to climate change and environmental degradation, which threatens every aspect of their health and well-being – from pregnancy to adolescence. Children are hit first and hardest by every type of climate and environmental risk, from extreme weather events and slow-onset changes triggered by global warming to the ever-present challenges of air pollution and energy poverty.

Expected Results
- The partnership will contribute to UNICEF’s Education and Adolescents Development programme results:
- adolescents and young people (girls and boys), particularly the most marginalized, are resilient and equipped with skills for life and work and have access to high-quality education in an inclusive and equitable environment:
- young girls and boys, have participation platforms and increased capacities to amplify their voices; are connected, actively engaged, empowered and equipped with skills to create solutions to social unmet needs. The overall objective of the assignment is to active youth volunteers to generate demand for energy efficiency interventions at local level through direct engagement with key stakeholders. Specific expected results for this assignment are as follows:
- By the end of September 2026, adolescent girls and boys and young men and women (55% girls, 10% non-majority communities and 5% with disabilities) have increased their capacities to advocate with decision-makers for the implementation of energy efficiency measures in their communities;
- By the end of September 2026, 1,000 young volunteers (55% girls, 10% non-majority communities and 5% with disabilities) are engaged and capacitated with skills to lead volunteering campaigns in their communities;
- By the end of September 2026, more than 15,000 are reached and informed around the best practices;
- The partner is expected to implement an inclusive outreach strategy to engage adolescents and youth from different backgrounds, including youth from non-majority communities and those with disabilities;
- Implement and nurture partnerships with central and local level institutions, including the Kosovo Energy Efficiency Fund, private sector entities and mentors.
