The International Labour Organization (ILO) in close partnership with the Ministry of Agriculture and Rural Development (MADER) is implementing the IFAD funded project Decent work for Youth in Mozambique (DW4YM) also known as Projecta Jovem.
The objective of the project is to contribute to the creation of decent work for young men and women in Mozambique. Specifically, the project will create more and better employment opportunities for vulnerable youth in the provinces of Cabo Delgado, Niassa and Nampula in Northern Mozambique through the development of technical/vocational skills and entrepreneurship of youth along with a focus on agribusiness development and employment intensive infrastructure investments.
The DW4YM/Projecta Jovem outcomes are the following:
- Outcome 1: Young people increase their participation in the labour market through short term employment in agricultural physical infrastructure and access to skills for improved employability
- Outcome 2: Sustainable enterprises create youth employment through agribusiness hubs /anchor enterprises and work-based learning
Skills training for youth and emerging SMEs in strategic sectors for rural development is uncoordinated and often not fit for purpose. The TVET system, which includes community colleges, offer a variety of courses based on conventional trades like, agriculture, civil construction, carpentry, cut/sewing etc. These courses often do not lead to successful transition into the labour market thus affecting youth employment outcomes. There is also a general mismatch between the demand and the supply of skills required by the agriculture sector/industry, which affects businesses and the growth of the economy.
The construction sector, encompassing all construction activities but particularly focusing on the construction materials subsector, has been identified as having high potential for job creation by ILO constituents. A Market System Analysis (MSA) conducted by the ILO aimed to pinpoint the main obstacles hindering the sector’s progress. Issues such as quality control, standardization, limited certification application, and insufficient awareness among construction sector stakeholders regarding the use and potential of alternative materials were highlighted as the primary constraints for the local construction materials industry.
The Market System Analysis of the Construction Materials sector in Mozambique, led by the ILO, identified several constraints preventing a higher level of employment creation, including:
- Lack of applied quality controls, standards, and certifications.
- Low skills among workers, business owners, and training institutions.
- Weak business management practices leading to low worker productivity.
- Institutional fragmentation and a lack of effective public-private dialogue.
- Limited access to credit and cash flow problems.
- Poor health and safety conditions at manufacturing sites.
Proposed Intervention
- The International Labour Organization (ILO) is leading initiatives to create temporary paid jobs and provide coaching to local youth in collaboration with Technical and Vocational Education and Training (TVET) institutes in the provinces of Nampula, Niassa, and Cabo Delgado.
- This intervention will prioritize the critical training of trainers in the manufacturing and application of soil-cement blocks, with the goal of integrating these skills into the construction curricula. Additionally, Projecta Jovem will conduct its final training session on the production of soil-cement bricks for 25 youth (both men and women) who previously participated in a similar activity in Pemba. These participants will later form five collective production units. These two interventions aim not only to promote sustainable building technology but also to create jobs as producers of construction materials for vulnerable youth in the Pemba district.
- There are two main objectives for this intervention:
- To deliver a training of trainers Training of Trainers on soil-cement blocks production and application in Nampula
- To create employment opportunities for 25 youth in the construction material sector by training and formalizing 5 soil-cement brick production units in Pemba, in a joint intervention with +Emprego proven in previous interventions the high demand for this product in particular with the ongoing Internally Displaced People crisis in the North part of the country.
Deliverables
- In order to execute those activities, ILO requires the services of an external collaborator to deliver the following services:
- 10 days Organization of Course and Delivery of the Training of Trainers on manufacturing of alternative construction materials (soil cement blocks) in Nampula
- To equip trainers with the skills and knowledge needed to effectively teach the production and application of soil-cement blocks as sustainable construction materials. 25 participants will join the training: i) 20 Trainers representing four key Technical and Vocational Education and Training (TVET) institutes—IPOMA, IPMCNacuxa, IIM, and IAM.; ii) 5 Government Officials Involved in overseeing and supporting the adoption of alternative construction technologies.
- Program Highlights:
- Comprehensive Training: i) Focus on raw material identification, block production techniques, application methods, and strategies for promoting soil-cement blocks. ii) Each Institute will receive a production kit to support ongoing training and practical application.
- Innovative Curriculum Design: i) Tailored to meet the specific needs of trainers, ensuring they can effectively impart knowledge and skills to their students; ii) Emphasis on hands-on learning, with real-world applications of the techniques taught.
- Sustainable Impact: The program not only enhances the capacity of local trainers but also fosters the adoption of sustainable construction practices across the region.

- 10 days of technical assistance, in collaboration with local partners, to constitute 5 small scale production units and reach production Cabo Delgado. This activity will require extensive travel to pay regular visits to producers which will be located in the districts.

Eligibility Criteria
- Graduate in civil construction or similar discipline;
- At least 5 years of experience working in the Mozambican construction material sector;
- Hands on experience in practical use and teaching of soil cement and micro concrete technologies;
- Experience in limestone construction techniques is desirable;
- Experience dealing with small scale producers and formalisation of small enterprises in the construction material sector;
- Experience dealing with Government entities linked to the development of the construction sector in Mozambique;
- Preferable: Valid driving permit and ownership of personal vehicle;
- Preferable: Resident or previous working experience in the North part of the country.
