Objectives
- Reduce the time spent on unpaid care and support of people with disabilities in Villavicencio by providing care and support services aimed at people with disabilities residing in El Rubí, located in Commune.
- These services will promote their autonomy, their right to live in an independent and its community inclusion within Villavicencio’s local care system. This pilot will serve as a model for the development of other local care and support systems in the country.
Specific Objectives
- Identify the care and support needs of people with disabilities in the El Rubí neighborhood, Commune, Villavicencio, through quantitative and qualitative analysis, based on a participatory diagnosis, the review of secondary information, and the application of an evaluation tool designed and implemented by the selected organization.
- Formulate a practical proposal for the provision of care and support services in the El Rubí neighborhood, Commune, Villavicencio, based on the previously identified care and support needs and considering their gradual and sustainable future implementation in the city.
- Support the implementation of the care and support services prioritized in the proposal for a minimum of 30 people with disabilities in El Rubí, ensuring that at least 80% are women and girls, and the remaining 20% are men and boys.
- Ensure the active participation of women’s organizations and organizations of people with disabilities in the implementation of the pilot project for the provision of care and support services to people with disabilities in Villavicencio.
Scope of Work
- The project is being developed within the framework of the Villavicencio Local Care System to provide care and support services to people with disabilities. It seeks to promote their autonomy, their right to independent living, and their community inclusion, while reducing the time spent on unpaid care, support, or assistance.
Key Processes
- Two fundamental processes have been identified that must be taken into account for the proposal:
- Ongoing coordination with the Villavicencio Mayor’s Office and the UN Women team: The pilot program will be implemented in ongoing coordination with the Villavicencio Mayor’s Office, within the framework of the Local Care System. The implementation of care, attention, and support services will be coordinated with the municipality’s current public policy offerings and will be supported by the territorial and national UN Women team. The pilot program will be subject to the availability of resources from the “Unpaid Care, Disability, and a Transformative Gender Approach” program of the United Nations Partnership on the Rights of Persons with Disabilities (UNPRPD), funded by the Government of Canada and the “Caring Environments” project, an initiative of the Canadian Embassy in partnership with UN Women Colombia.
- Involvement of key stakeholders: The participation of people with disabilities and/or organizations of people with disabilities (OPDs), especially those representing women with disabilities in the city, will be guaranteed. Therefore, the contracted organization must involve OPDs and/or people with disabilities in all phases of the pilot program. To ensure their participation, the contracted organization must provide assistive technology, reasonable accommodations, transportation, and other support identified as necessary. For the pilot program’s implementation ongoing and permanent communication and coordination must be established with the Villavicencio Municipal Government and the Meta Governor’s Office.
Description of the required services/results
- UN Women will contract services to develop a proposal for a pilot of care services – Care and support for people with disabilities in the city of Villavicencio, managed by an educational institution, with the involvement of an Organization of People with Disabilities in the proposal, design, and implementation of the pilot.
- The pilot focuses on people with disabilities living in Villavicencio, specifically in the El Rubí neighborhood of Commune. The target population must include at least 30 people with disabilities, selected based on the diagnosis provided by the city and data collected on people with disabilities.

Duration
- The project execution time is 12 months
Target Population
- The pilot program is aimed at people with disabilities residing in El Rubí, Commune 8, Villavicencio. It is expected to benefit at least 30 people with disabilities, selected based on the diagnosis of people with disabilities provided by the municipality and the data collected during the first phase of the pilot.
- The selection process must incorporate the findings of the Zarit Scale—a tool used to assess caregiver burden—included in the diagnosis of people with disabilities conducted by the Mayor’s Office. Likewise, the participation of organizations of people with disabilities, especially those representing women with disabilities in the city, must be guaranteed, with the aim of recognizing their experience, knowledge, and recommendations for the implementation of the pilot program. Furthermore, the participation of caregivers or supporters of people with disabilities participating in the pilot program must be guaranteed, considering that the implemented services should reduce the time dedicated to caregiving and support work for people with disabilities.
Eligibility Criteria
- The applicant organization will be evaluated based on the following minimum criteria:
- Be a registered, non-governmental, non-profit organization in Colombia.
- Be legally established for at least five (5) years.
- Have an organizational objective within which initiatives can be developed to promote women’s rights and gender equality, and/or research, training, or projects on disability inclusion, care, and/or gender.
- Demonstrable experience implementing at least two projects in the areas of disability, public disability policies, care, and gender, and/or promoting and strengthening the rights of women in their diversity and/or people with disabilities, with a minimum budget of $80,000,000 COP.
- Experience in advocacy to guarantee the rights of people with disabilities.
- Have a territorial presence in the department of Meta, specifically in the city of Villavicencio.
