The U.S. Embassy Pristina / Bureau of International Narcotics and Law Enforcement Affairs of the U.S. Department of State have announce an open competition for organizations to submit a statement of interest (SOI) to carry out a Legal Education Exchange Program for assistance in promoting citizen access to justice through improving the quality of instruction in Kosovo law faculties.
INL seeks to implement a focused exchange program to improve the teaching methodology employed by Kosovar university law school faculty to include more proactive engagement of law students that will foster students’ critical thinking and legal writing skills, analysis of teaching materials, courts cases, statutes, and legal documents.
This grant seeks to build the capacity of faculty members in both public and private Kosovar law universities by:
- Improving the capacity of law professors in Kosovo in interactive teaching methods designed to teach critical thinking skills;
- Delivering seminars, trainings, workshops, and/or lectures;
- Developing academic or training curricula and materials;
- Conducting needs assessments or evaluations for a program or institution;
- Engaging in strategic or institutional planning;
- Gaining global perspectives from experienced U.S. academics and professionals; and
- Strengthening Kosovo citizens’ access to justice services.
INL seeks creative proposals to meet these needs. One possible approach to achieve these aims would be to conduct a bilateral faculty exchange program to:
- Bring U.S.-based law professors to Pristina to mentor law faulty in Kosovo, and
- Facilitate one-semester faculty exchange visits to a U.S. law school for a cohort of faculty members to observe, learn and advance teaching methods that are employed there.

- The following U.S. or foreign organizations are eligible to apply:

- U.S.-based non-profit/non-governmental organizations (NGOs)
- U.S.-based educational institutions having a 501(c)(3) status with the IRS
- Overseas-based non-profit/non-governmental organizations (NGOs)
- Overseas-based private/state educational institutions
- Public International Organizations (PIOs) and For-Profit Organizations are excluded from applying to this grant announcement.
