The United States Agency for International Development (USAID/Burma) is seeking applications for a Cooperative Agreement from qualified US and non-US organizations to implement the Local Empowerment And Resilience Network (LEARN) Activity.
The purpose of this Activity is to empower citizens and communities in Burma to develop and strengthen collaboration between civil society, ethnic service providers, and local administration/community-established governance structures to increase local agency, encourage social cohesion, and meet community needs.
Objectives
To achieve this purpose, this activity will pursue the following objectives:
- Increase broad-based participation in community-driven initiatives to meet the needs of the local population.
- Build technical and financial capacity of local organizations to provide essential services.
- Strengthen local networks to address community needs and foster social cohesion.
Funding Information
- USAID seeks to provide up to $30,000,000 in total USAID funding over a period of up to 5-years.
- Subject to funding availability, USAID intends to provide up to $30,000,000 in total USAID funding over a five year period over two phases.
- Phase 1 (Project Years 1 to 3): Initial award up to $20M
- Phase 2 (Project Years 4 to 5): Budgeted at $10M.
- The anticipated period of performance is up to five years.

Eligibility Criteria
Eligibility for this NOFO is not restricted. USAID welcomes applications from organizations that have not previously received financial assistance from USAID.
