UNDP is calling expression of interests for Micro-Project to support the Resilience and Socio-Economic Recovery of Communities Affected by the COVID-19 pandemic.
The COVID-19 pandemic is straining the Central African Republic (CAR), facing crisis multidimensional and difficult economic and political conditions.
The pandemic breaks out at a sensitive and critical moment when the country prepares its general and local elections, only one year after the signing of the peace and reconciliation agreement (APPR) between the government and 14 groups armed.
The project will support sustainable livelihoods for the vulnerable population, which is exposed to food and occupational insecurity due to enduring conflict and pandemic COVID-19, in order to prevent the “poverty trap”, which can inevitably provoke new Conflicts.
Objective
- The objective of the micro-project is to ensure the implementation of literacy and strengthening of the technical and organizational capacities of association members and groups for income-generating activities. Thus, the NGO ensures coordination with all stakeholders.
Effects
- The livelihoods of the most vulnerable people (especially young people and women) to the pandemic are strengthened through vocational training and job creation is supported
- The risks of violence, discrimination, and xenophobia exacerbated by COVID-19 towards refugees, migrants and IDPs are reduced for social cohesion and stabilization is attenuated.
- Indicator:
- Number of vulnerable people who have access to immediate income to start their IGA1.
- Numbers of vulnerable people who started their income-generating activities with their own funds and earn profit at least 10,000 FCFA per month.
- Number of people (including PLHIV and vulnerable populations) affected by awareness sessions on human rights, quality of care and COVID-19.

- 1000 people (at least 500 women, 18-35 years old)
- 700 people (at least 350 women, 18-35 years old)

- Number of people (beneficiaries and reference group) profiled by the research with a reference group (non-beneficiaries with a similar profile for 20% of beneficiaries) contains the elements required by the UNDP (economic, family, physiological questionnaires etc…) with a precise analysis.
- Number of beneficiaries who can have savings to start the cash-generating activity returned.
- Percentage of beneficiaries who have knowledge of the themes of peace and development (social cohesion, savings, gender, radicalization and sexual violence etc.)

Criteria
- The only ones authorized to conclude a “Responsible Party Agreement” are the NGOs preselected on the basis of the following criteria:
- Administrative criteria
- Justify a legal existence in the form of a non-profit association under Central African law;
- Have legal personality in the Central African Republic attested by official documents of operation and recognition at the provincial level;
- Technical criteria
- Have at least 4 years of experience in the field of supervision ofsocio-economic reintegration in a post-conflict context, supervision of creation projects temporary jobs, structuring and support of IGA and literacy;
- Justify the satisfactory execution of previous contracts concluded with the organizations of bilateral or multilateral cooperation (produce an information sheet) over the last 3 years and this, through services for which the degree of satisfaction is attested by the sponsors;
- Have experience in carrying out construction or rehabilitation works infrastructure;
- Have an office and supervisory staff with the qualifications in line with the mission(attach CVs), permanently residing in the area and having a perfect knowledge of the geography and key environmental issues;
- Have experts with practical knowledge on the following topics (attach CVs),

- These experts must be recruited to work only for this project.
- Show the technical capacity for trainings and the appropriate training plan.
