The Victorian Government is inviting applications for the 2022–23 Multicultural Community Infrastructure Fund (MCIF) to support multicultural community groups to undertake upgrades or build community facilities.
The 2022–23 MCIF Program is an open and competitive grant program driven by eligibility and merit-based assessment of applications. It is administered by the Multicultural Affairs (MA) Division of the Department of Families, Fairness and Housing (the department).
Objectives
The objective of the 2022–23 Multicultural Community Infrastructure Fund (MCIF) Program is to support Victoria’s multicultural organisations to upgrade their community facilities, so they have a safe and secure place to celebrate and share their history and traditions, build connections and thrive.
Funding streams
Funding will be offered in two streams:
- Large Stream: $100,001 to $500,000 to upgrade, extend or build multicultural community infrastructure
- Small Stream: up to $100,000 to upgrade or renovate multicultural community infrastructure
Funding Priorities

The 2022–23 MCIF Program recognises the importance of being able to upgrade and renovate community infrastructure for Victoria’s diverse multicultural communities, regardless of background or location. In the 2022–23 MCIF Program, the department will prioritise applications that clearly demonstrate the project supports either:
- culturally diverse regional or rural communities
- new and emerging multicultural communities.
- The program prioritises these groups, because they often have limited access to resources and networks, and less capacity to financially contribute to infrastructure projects. Offering reduced matched funding requirements will help these groups receive more equitable access to support and funding.
Eligibility Criteria
To be eligible for the program, your application must:
- meet the organisation eligibility criteria
- have no outstanding reports
- meet matched funding requirements
- be for an eligible grant activity that can be completed by 31 October 2023
- submit all mandatory documentation
- Only eligible applications will proceed to the merit-based assessment stage
For Organisation
To be eligible for the 2022–23 MCIF Program, your organisation must have a current Australian Business Number (ABN) and be:

a not-for-profit multicultural community organisation – which you must clearly validate by showing that your organisation is either:
- registered with the Australian Charities and Not-for-profits Commission
- registered with Consumer Affairs Victoria as an incorporated association
- registered under the Corporations Act 2001 (Cth) or the Associations Incorporation Reform Act 2012 (Vic)
- or through your organisation’s constitution/ rules or governance documents. OR
a social enterprise with a clearly stated purpose or mission that is specifically related to supporting multiculturalism.
For Social enterprises
Social enterprises must attach their constitution, rules or governance documents with their application.
Definition of social enterprises Social enterprises are defined as:
- being led by an economic, social, cultural or environmental mission that is consistent with a public or community benefit
- deriving a substantial portion of their income from trade
- reinvesting the majority of their profit or surplus in the fulfilment of their mission (at least 50 per cent). Eligible organisations must have no outstanding project reports from previous Fairer Victoria funded grants, including Multicultural Affairs.
