The U.S. Department of State, Bureau of Democracy, Human Rights and Labor (DRL) announces an open solicitation for organizations interested in submitting applications for regional projects that document and combat online gender-based violence in the East Asia and Pacific (EAP) region.
DRL seeks program proposals to test creative community-based approaches to empower women and elevate their voices online, building on existing civil-society led initiatives in the EAP region. Proposals should identify 2-3 pilot countries in the EAP region, with the potential to scale the program to other countries in the region in the future.
Goals
The overall goal of the program is to promote and expand the space for free expression inclusive of women’s voices. Proposals should seek to achieve the following objectives:
- Improve documentation efforts and raise awareness of online GBV
- Build the psychosocial resilience of women survivors of online GBV
- Reduce instances of online GBV in the EAP region and improve the online environment for women and marginalized voices

Illustrative Activities
Illustrative activities may include:
- Creation of a regional tool or database that documents online GBV
- Awareness raising and community-based discussion activities, including with men and community leaders
- Data and research-informed advocacy campaigns on online GBV
- Multi-stakeholder roundtables or task forces at the country and/or regional levels focused on sustainable approaches to address online GBV
- Networking, knowledge sharing, and establishment of support groups between civil society organizations
- Provision of holistic support, including psychosocial and digital safety, to survivors of online GBV and women in the public eye, including politicians, journalists, and civic leaders
- Raising awareness among civil society of existing legal tools or reporting mechanisms to address online GBV and promote accountability of abusers
- Recommendations to and collaboration with tech platforms to improve the online environment for women and marginalized voices
- Mainstreaming trauma informed approaches and gender sensitivity training for all stakeholders
Eligibility Criteria
DRL welcomes applications from U.S.-based and foreign-based non-profit organizations/nongovernment organizations (NGO) and public international organizations; private, public, or state institutions of higher education; and for-profit organizations or businesses. DRL’s preference is to work with non-profit entities; however, there may be some occasions when a for-profit entity is best suited.
