The Bureau of International Narcotics and Law Enforcement Affairs of the U.S. Department of State announces an open competition for organizations to submit applications to carry out projects to counter wildlife trafficking.
Goal: Strengthen criminal justice institutions in South and Southeast Asia to undertake successful enforcement, investigative, and prosecutorial functions for wildlife crimes, as well as credible measures that prevent wildlife crime.
Objectives
- Vietnam
- Enhance Vietnam’s law enforcement and investigative capabilities to counter wildlife trafficking.
- Enhance prosecutorial and judicial capacity to successfully prosecute those illegally transiting wildlife products with adequate sentencing.
- Encourage increased cross-border cooperation with neighboring or source countries to more effectively combat wildlife trafficking.at the national and provincial levels.
- Strengthen anti-corruption efforts within relevant agencies to enhance government response, improve government accountability, and strengthen transparency as it relates to wildlife crime.
- Philippines
- Increase the capacity of law enforcement to detect, interdict, seize, and transfer to investigatory agencies, illegal wildlife products, through raising awareness, training, and equipment.
- Build institutional awareness and buy-in on IWT- money laundering.
- Enhance law enforcement and investigative capabilities to counter wildlife trafficking.
- Provide capacity building to conduct surveillance and investigate online illegal wildlife trade and to improve data extraction and exploitation capabilities.
- South Asia: For the purposes of this Notice of Funding Opportunity, South Asia includes the following countries: Bangladesh, Bhutan, India, Nepal, and Sri Lanka.
- Strengthen South Asia’s legislative frameworks to combat wildlife trafficking.
- Increase interdiction of the illegal trade of wildlife
- Build investigative and enforcement functions to target the transit of wildlife products.
- Enhance prosecutorial and judicial capacity to prosecute traffickers.
- Coordinate cross-border coordination and information sharing to investigate networks of wildlife trafficking.
- Strengthen anti-corruption efforts within relevant agencies to enhance government response, improve government accountability, and strengthen transparency as it relates to wildlife crime.
- Wildlife DNA Analysis and Training
- Build the capacity of law enforcement to process large seizures of wildlife products in a timely manner and without jeopardizing evidence.
- Provide actionable intelligence through DNA mapping analysis that hostcountry law enforcement can use to enhance investigations and prosecutions.

- Applicants must also meet the following requirements to be eligible to apply to this NOFO:
