The U.S. Department of State’s U.S. Embassy Islamabad announces an open competition for one assistance award through this Notice of Funding Opportunity (NOFO), contingent on funding availability, through the Public Diplomacy Grants Program to empower young Pakistani citizens to actively engage in democratic society.
Project Goal
- This project seeks to create a bridge between communities, governments, public and private institutions, and citizens to develop representative solutions to significant challenges. This project will specifically empower young Pakistani citizens to actively engage in their democratic society by providing them the knowledge and skills necessary to contribute to the betterment of their communities and country.
Project Objectives
- Objective 1: Equip participants with the skills, tools, and networks needed to contribute to the social and economic development of their communities.
- Objective 2: Participants will have a better understanding of thematic areas addressed in training and U.S. values of democracy, equal representation, and equity for all members of society.
- Objective 3: The program aims to facilitate the identification and creation of resources that can aid in the advancement of youth civic engagement. Workshops and trainings are held in multiple cities in Pakistan. Resources (such as a digital educational platform and thematic networks) are created and accessible to program participants during and after the program.

Project Audience(s)
- Primary beneficiaries should be Pakistani citizens between the ages of 18 and 30 from diverse backgrounds, to include women, underserved racial, ethnic, and religious communities, indigenous persons, persons with disabilities, and LGBTQI+ persons.
Eligibility Criteria
- The following organizations are eligible to apply:
- Not-for-profit organizations
- Civil society/non-governmental organizations
- Think tanks
- Public and private educational institutions
- For-profit entities, even those that may fall into the categories listed above, are not eligible to apply for this NOFO. Organizations may sub-contract with other entities, but only one, non-profit, non-governmental entity can be the prime recipient of the award. When sub-contracting with other entities, the responsibilities of each entity must be clearly defined in the proposal.
