The U.S. Embassy in Lome, Togo, through this Notice of Funding Opportunity (NOFO), is pleased to announce an open competition for organizations to submit applications to carry out a program to equip investigative journalists with tools and skills for their contribution to democratic and political inclusion for a more stable, inclusive, and prosperous Togo by strengthening their ability to meet international standards.
Objectives
- Regional extremist violence with potentially devastating psychological, behavioral, social, and economic consequences for security forces and populations, regardless of where in the country it occurs.
- A more obvious internal threat of violent robberies and the death of innocent people.
- These threats, which reached an all-time high in 2021, are breeding popular vindictiveness, impunity, suspicion, and other forms of injustice.
- The relationship between the media and security institutions is already naturally strained, due to differences in institutional cultures and objectives.
- The new security situation requires, however, that the media and official security actors be mutually dependent and cooperate or initiate individualized actions to educate and sensitize the public with the support of institutions such as the U.S. Embassy.
Funding Information
- Length of performance period: 3 to 12 months
- Number of awards anticipated: 1 awards (dependent on amounts)
- Award amounts: awards may range from a minimum of $25,000 to a maximum of $40,000.00
- Total available funding: $40,000.00 (Exceptional proposals above $40,000 may be granted funds pending availability of funding)
- Type of Funding: FY22 Public Diplomacy Funds
- Anticipated program start date: May 2022
Participants and Audiences: Journalists, Press Associations and Communication Officers from Ministry of security and Social Protection.
Priority Region: All regions of Togo

- The following organizations from U.S. and Togo are eligible to apply.
- Not-for-profit organizations, including think tanks and civil society/non-governmental organizations
- Public and private educational institutions
- For-profit organizations (only if allowed by appropriation – not for PD funds)
- Individuals
- Public International Organizations and Governmental institutions
