The U.S. Department of State, Bureau of Democracy, Human Rights and Labor (DRL) has announced an open source competition for organizations interested in submitting proposals for a research project “Security Force Engagement in Africa” that supports the following goal: Contribute to building a portfolio of evidence to further identify democracy and rights program strategies that are effective, in an effort to improve program relevance and impact.
Projects should support the following objective: Provide evidence on how DRL can support citizens in engendering support from security forces – and what external factors make such support more or less likely – in repressive environments.
Research Questions
- DRL will fund research to answer the following questions and sub-questions:
- What conditions increase the likelihood of security forces acting in support of democratic citizen led movements in opposition of autocratic governments?
- What is the relationship between levels of trust between security forces and citizens and the likelihood of security force support during citizen led protests?
- What citizen actions lead to increased cooperation between security forces and citizens?
- How can donors support the creation of conditions in which security forces cooperate with citizens during non-violent protests within the African context?
- What is the relationship between the capacity of civil society organizations (CSOs) focused on democracy and the success of citizen-led democratic movements in which security forces play a role?

- Period of Performance: 12 – 18 months
- Anticipated Time to Award, Pending Availability of Funds: 3-6 months
Eligibility Criteria
- DRL welcomes applications from U.S.-based and foreign-based non-profit organizations/nongovernment organizations (NGO) and public international organizations; private, public, or state institutions of higher education; and for-profit organizations or businesses.
- DRL’s preference is to work with non-profit entities; however, there may be some occasions when a for-profit entity is best suited.
