The U.S. Embassy in Lomé, Togo, through this Notice of Funding Opportunity (NOFO), is pleased to announce an open competition for organizations to submit applications to carry out a program to promote human rights of members of marginalized groups by supporting the fight against discrimination and human rights violations and abuses against members of Togo’s most vulnerable communities.
This program will support civil society organizations and activists who defend human rights and fundamental freedoms by calling for Togo to abide by its international [obligations and] commitments to promote and respect human rights. These human rights defenders are organized in active networks and play an important role in social assistance and legal support to the victims but lack the technical and structural means to use international mechanisms, to continuously document cases of human rights violations and abuses, and especially, to advocate in a hostile context and hold authorities accountable. This project will provide civil society organizations and activists with the tools and capacity needed to promote tolerance of diversity, inclusive public attitudes, and address sensitive issues such as discrimination against members of marginalized and vulnerable groups.
Objectives
- The objective of this program is to protect human rights of members of marginalized groups through supporting the fight against discrimination and human rights violations and abuses against members of Togo’s most vulnerable communities.
- Strengthen civil society oversight to protect, mitigate, and respond to human rights violations and abuses against members of Togo’s most marginalized and vulnerable groups.
- Promote the use of competent national, regional, and international mechanisms to promote the rights of the victims and address cases of human rights violations and abuses.
- Strengthen popular understanding to build a culture of non-discrimination in Togo through community advocacy and by supporting the actions of civil society organizations (CSOs) in the most hostile areas.
Funding Information
- Total available funding: $ 250,000.00 U.S. Dollars
- Award amounts: Awards not to exceed $250,000.00
- Duration: Proposed programs should be completed in 12 months or less.
Participants and Audiences: Target audiences should include but are not limited to civil society organizations who advocate for the rights of members of marginalized groups and human right activists, state authorities and law enforcement agents, community and religious leaders, service providers, and the general public.
Expected Results
Specific results should include the following:
- Human rights violations and abuses against members of vulnerable and marginalized groups are documented.
- National, regional, and international human right mechanisms, e.g., Human Rights Council and its Special Procedures; the Universal Periodic Review (UPR), the Complaint Procedure, etc., are well known and used by victims and organizations to hold authorities accountable.
- Communities acquire the awareness to adopt a culture of tolerance and inclusiveness.
Eligible Activities

Priority Region: All regions of Togo
Eligibility Criteria
- The following organizations are eligible to apply: U.S. non-profit/non-governmental organizations (NGOs) having a 501(c) (3) status with the IRS, and overseas-based non-profit/non-governmental organizations, and foreign educational institutions.
- In order to be eligible to receive an award, all organizations must have a unique entity identifier.
- Any applicant listed on the Excluded Parties List System (EPLS) in the System for Award Management (SAM) is not eligible to apply for an assistance award in accordance with the OMB.
- Organizations must have a commitment to equal opportunity employment practices and to non-discrimination practices with regard to beneficiaries, without regard to race, religion, ethnicity, gender, sexual orientation, or political affiliation.
- Applicants are only allowed to submit one proposal per organization. If more than one proposal is submitted from an organization, all proposals from that institution will be considered ineligible for funding.
- For-profit and commercial firms are not eligible to apply in response to this NOFO.
