The Republic of Croatia is now accepting proposals for its program entitled “Shallow Geothermal Energy Database” under the “Energy and Climate Change” Programme.
The Programme is funded by the European Economic Area Financial Mechanism 2014-2021. The main goal of the Programme is to increase the usage of technologies with lower carbon emissions and enlarged security of energy supply in the Republic of Croatia, which is aligned to the key objectives of the EEA and Norway Grants.
Focus of the Call
- The Republic of Croatia has very favorable conditions for using renewable energy sources (RES) due to its geographic position, geological setting and climate. In the Energy Strategy of the Republic of Croatia and the legislative framework on energy, renewable energy (including wind, sun, water, biomass and geothermal energy) is defined as a particular national interest.
- Within this Call, shallow geothermal energy is defined as energy stored in the ground, and it is the energy source that cannot be used directly for heating since it requires a heat pump system for heat distribution.

The Programme focuses on the following areas of support:
- Renewable energy
- Energy efficiency
- Energy security
- Mitigating the effects of climate change
- Adaptation to climate change
Funding Information
- The overall budget of the Programme is 20.000.000, 00 EUR, out of which an EEA Financial Mechanism contribution is 17.000.000, 00 EUR (85% of the Programme`s amount), and 3.000.000, 00 EUR represents national funding (15% of the Programme`s amount).
- The planned (eligible) duration of project implementation is up to 15 months.
Outcomes
The Programme`s objective, “Less carbon intensive energy and increased security of supply”, will be achieved through two outcomes:
- Outcome 1: “Improved energy efficiency”
- Outcome 2: “Increased renewable energy production”
Eligibility Criteria
- Eligible Project Promoters / Applicants: Any entity, public or private, commercial, or non-commercial and non-governmental organization, established as a legal person in Croatia.
- Eligible Project Partners: Any public or private entity, commercial or non-commercial, and a nongovernmental organization established as a legal person in donor states (Norway, Iceland, and Liechtenstein) or Croatia.
