The USAID Youth Excel: Our Knowledge, Leading Change program is pleased to announce a Request for Applications for a Local Implementing Partner to co-lead the Youth Excel activity in Cambodia with the IREX Youth Excel Global team.
The Local Implementing Partner will co-lead the Youth Excel Activity in Cambodia, conducting learning activities, engaging youth researchers and youth-led/youth-serving organizations, and mobilizing knowledge to help integrate youth priorities and voices in future development programming.
This activity will help develop a more nuanced understanding of Cambodian youth priorities and interests and provide pathways for USAID/Cambodia of how and in what areas to effectively engage diverse youth in Mission programming.
Scope of Work
- Participate in a two-week intensive on-boarding with IREX following subaward approval. This includes selecting its capacity development priorities; on-boarding to Youth Excel approaches and tools, and finalizing target communities for this activity.
- Participate in Mission consultations to determine geographic priorities for Youth Excel/Cambodia, identify key national-level stakeholders, give input to the outline for a youth organization mapping exercise, and support the local IR advisor. Hold initial consultations with selected national stakeholders in coordination with IREX.
- Lead the outreach, selection, and management of the youth advisory group in coordination with the USAID mission.
- Adapt and facilitate the Intersectional Rapid Gender and Protection Analysis (IRGPA). This includes recruiting and facilitating five to six diverse young researchers in each target district (10-16 total, for two to three districts) to conduct the IRGPA, and adapting the Youth Excel IRGPA tool for the Cambodian context. Coordinate closely with the IREX team in this activity.
- Collaborate with IREX to prepare the agenda and manage preparations and logistics for an interactive intergenerational dialogue event (Data and Innovation Summit), in November 2022. The event will pilot-test approaches to effectively engage youth and decision-makers.
- Support youth innovation and learning in selected thematic area through small grants. Three to five youth-led organizations will receive up to $10,000-$20,000 each for approximately four months to conduct an implementation research activity around the selected theme and youth digital leadership.
- Support the creation of the final Learning Brief and disseminate it through social media, the local partner’s network, external stakeholders, and Mission contacts, and through holding a Virtual Showcase in April 2023.
- Support program monitoring, evaluation, learning, and reporting of activities, as guided by the Youth Excel Global Monitoring, Evaluation, and Learning (MEL) advisor.
Funding Information
The Local Implementing Partner will manage approximately $65,000-$75,000 for a 10-month period.
Target geography: Activities will engage youth from two to three provinces with a mix of urban and rural geographies. This activity will engage youth from hard-to-reach geographies, including indigenous populations. Final geographic selection will be determined with the Mission and the Local Implementing Partner.
Target Participants: Target participants include diverse young leaders ages 15-30 and youthled/youth-serving organizations (YL/YSOs) that offer Positive Youth Development (PYD) programming in priority USAID sectors. Target participants will also include the young people that are served by programs and initiatives led by young leaders and YL/YSOs, communities that they serve, and the Mission team.
Eligibility Criteria
Local, registered youth-led and/or youth-serving organizations in Cambodia that meet the eligibility criteria and share Youth Excel objectives. Organizations led by and serving youth from marginalized groups, which may include age, gender, disability, ethnicity, and other identities, are encouraged to apply.
