The United Nations Entity for Gender Equality and the Empowerment of Women – UN Women and the United Nations Population Fund – UNFPA, with the support of the Korea International Cooperation Agency – Koica open a call to support productive organizations of rural women and youth in Colombia.
Within the framework of the program “SDG 5: Initiative to accelerate the economic empowerment of rural women”, financed by the Korea International Cooperation Agency KOICA and implemented by the United Nations Population Fund UNFPA and the United Nations for Gender Equality and the Empowerment of Women UN Women, in collaboration between the government of Korea and the Colombian government, with leadership from the Vice Presidency, the Presidential Council for Women’s Equality CPEM and the APC Presidential Cooperation Agency, open call to promote initiatives of productive organizations of rural women and youth, aimed at improving the generation of income of rural women and youth by linking them between rural and urban areas and value chains.
Through initiatives that contribute substantially to the following framework:
- Product 1: Implementation in cooperation with mixed, social, ethnic and productive women’s organizations of agricultural projects that directly benefit women and young people in the agricultural and livestock sectors.
- Organizational structure of productive initiatives (forms of internal and administrative organization).
- Skills for decision making and life, legal training and negotiation with business, associative and organizational approach
- Organizational strengthening processes based on diagnostic processes.
- Product 2: Promotion of commercial agreements with agricultural projects that directly benefit women and young people with local markets and development poles (nearest capitals) for the commercialization of their products. Through actions associated with:
- Productive orientation and transformation processes.
- Processes related to implementing GAP Good Agricultural Practices and/or GMP Good Manufacturing Practices, including health certificates and/or records.
- Capacities in self-managed mechanisms for financial, technological, digital and commercial inclusion
Funding Information
This call has two (2) financing mechanisms.
- Financing for First Level Organizations that have at least one agricultural and/or livestock productive line or system in production (up to COP $230 Million of pesos)
- Financing for Second Level organizations, that are presented in alliance with territorial organizations, that have at least one agricultural and/or livestock production line or system, in production (up to COP $690 million pesos), relating at least three organizations and the number of women who will benefit from these resources.
Geographic Focus
The territorial focus is the departments of Cauca and Nariño, and in particular the municipalities of Buenos Aires, Caldono and Piendamó, Barbacoas, Leiva, Policarpa, Tumaco and Cumbitara. Proposals that are not framed in this geographical focus will not be received.
Activities to Finance (non-exhaustive list)
- Investment, accompaniment and strengthening activities that lead to the improvement of the production and marketing of agricultural products.
- Development of capacities in post-harvest management and value addition for market management and marketing.
- Strengthening of administrative, managerial, leadership, teamwork, conflict resolution, negotiation, personal, social and economic empowerment skills.
- Acquisition or improvement of assets for production and/or marketing, such as small machinery, tools, supplies, equipment, adaptation of infrastructure to strengthen organizations, particularly assets for harvesting and post-harvesting.
Eligibility Criteria
Organizations that apply to the call SDG 5: Initiative to accelerate the economic empowerment of women, must meet the following eligibility requirements.
- Be a registered organization in Colombia, with at least three (3) years of legal existence at the time of signing the agreement with UN Women. It must be attached with the proposal Certificate of Existence and Legal Representation, from the Chamber of Commerce with less than 30 days of issue and RUT
- That the organization has the capacity to execute projects of at least COP$150 million pesos, demonstrable through the executed contract and its certification (to be attached when submitting the proposal). You must have verifiable administrative and accounting capacity to carry out the project.
- The organization must have formulated and executed at least one project related to the economic empowerment of women and/or productive projects. It must be attached together with the proposal, certificate(s) of experience and/or contract(s) that certifies it.
- The organization must have a territorial presence in the municipalities/territories where the project is executed. Demonstrable through an executed contract and/or certification in the municipalities of Buenos Aires, Caldono and Piendamó in Cauca, and Barbacoas, Leiva, Policarpa, Tumaco and Cumbitara in Nariño.
- In the case of Community Councils and/or Indigenous Reservations, the support will be delivered exclusively to the groups, organized work groups, women’s committees or gender mechanisms that present themselves to this call and are covered by the legal status of the entity. ethnic-territorial; You must also send a certification from the Ministry of the Interior validating the existence of these entities.
- The organization must have an area for agricultural production and/or transformation. This available area does not necessarily have to be in the name of the organization and can be made up of the sum of several productive units of the people who make up the organization
- The organization must be producing in a united way, having at least one line or system productive agricultural and/or livestock in production.
- For second level organizations (associations, corporations, foundations, guilds, committees and others)10 that apply for the call through the Financing mechanism B for Second Level organizations, they must demonstrate that they are accompanying grassroots organizations in strengthening their processes, which have a territorial presence or verifiable capacity for operational deployment in the municipalities/territories targeted in the Call.
- The second level organization should not necessarily be made up of women, nor should its mission be focused on the production of agricultural products. But the supported and strengthened organizations must comply with these requirements.
- The second level organization must make explicit in its proposal the manner in which the resources and inputs will be transferred to the other grassroots organizations with which it establishes the alliance, for the improvement of their productive, administrative, financial and technical capacities.
- Although not a condition for funding proposals, it will be considered favorably the existence of a counterpart by the proposing organization. Counterpart is understood as the existence of financial, physical or in-kind resources that are added to the resources provided by UN Women for the execution of the project.
