The Bureau of International Narcotics and Law Enforcement Affairs of the U.S. Department of State announces an open competition for organizations to submit applications to carry out a project to strengthen law schools’ ability to properly prepare practice-ready graduates for successful careers in the Mexican criminal justice system by incorporating learn-by-doing methodologies as part of their law school curriculum and improving placement of graduates as public servants in the Mexican accusatorial criminal justice system.
Project Goal(s) and Objectives
- The goal of this Grant is to enhance Mexican law students’ ability to operate in the Mexican accusatorial criminal justice system upon graduation:
- Project General Objectives
- INL has identified the following subject areas as priorities for achieving the goal of this Grant:
- Mexican law schools improve capacity to train in litigation and other applicable skills for all aspects of the Mexican accusatorial criminal justice system.
- Mexican law schools improve capacity to train in mediation and other alternative justice skills applicable to the Mexican accusatorial criminal justice system.
- Law schools have a mechanism for continuously improving teaching techniques for the Mexican accusatorial criminal justice system.
- Trained law school graduates have an opportunity for placement as public servants in the Mexican accusatorial criminal justice system.

Project Vision: One of the most sustainable and cost-effective solutions to the problem is to make law school graduates entering the system practice-ready upon graduation.
Funding Information
- Length of performance period: 36 months
- Anticipated program start date: October 2022
- Number of awards anticipated: up to two awards (dependent on amounts)
- Award amounts: awards may range from a minimum of $1,000,000 to a maximum of $3,000,000 U.S. dollars
- Total available funding: $3,000,000 U.S. dollars
- Type of Funding: INCLE FY21 Institution Building and Rule of Law
Participants and Audiences: The intended target audience will include future criminal justice actors and other legal practitioners.
Priority Region/Countries: Mexico

- The following organizations are eligible to apply:
- U.S.-based non-profit/non-governmental organizations (NGOs);
- U.S.-based educational institutions subject to section 501(c)(3) of the U.S. tax code;
- Foreign-based non-profits/non-governmental organizations (NGOs);
- Foreign-based educational institutions
