The U.S. Department of Defense and Alaska District is seeking applications for PACAF Natural and Cultural Resources Support for Alaska and Pacific to provide technical assistance supporting installation, regional, and enterprise-wide programs and initiatives focusing predominantly.
Assist PACAF installations in meeting installation natural and cultural resource requirements per their established INRMPs. This support benefits the personnel living on and recreating on the installations, ensures tribal partners are engaged when applicable, and protects the wildlife, flora, and cultural sites that are present at the PACAF installations.
Tasks
- Joint Base Elmendorf-Richardson (JBER), Alaska:
- Support for this task will be performed at the AFCEC/CZOP offices.
- Provide technical assistance supporting installation, regional, and enterprise-wide for environmental program management, natural and cultural resource programs initiatives focusing on, but not limited to, Sikes Act, Endangered Species Act, National Historic Preservation Act (NHPA), National Environmental Policy Act, Native American Graves Protection and Repatriation Act, and Resource Conservation and Recovery Act.
- Provide conservation and environmental technical expertise to review, analyze, and validate concept designs, scopes of work, reports, and other documents related to wetlands construction and enhancement, natural resource conservation and restoration, cultural resources surveys, and other media as they pertain to conservation goals and requirements.
- Assist with the management, scheduling and execution of projects, schedule management, strategic planning, program and project level meeting attendance, Quality Assurance (QA)/Quality Control (QC) control and oversight, database and analysis management, training management, project drawings review, technical manuals, management of deliverables and reporting, strategic planning, and project cost estimate submittals.
- Provide technical support on conservation and environmental program management functions and operations such as Conservation, Cultural and Natural Resource/National Historic Preservation Act (NHPA), and other applicable Federal, State and local laws and regulations, to include Department of Air Force and Department of Defense Policies and Guidance.
- Assist with planning, contract execution, and overall technical expertise for all environmental programs.
- Joint Base Pearl Harbor-Hickam (JBPHH), Hawaii:
- Support for this task will be performed at the AFIMSC/Det2/CEV offices.
- Provide technical assistance supporting installation, regional, and enterprise-wide for environmental program management, natural and cultural resource programs and water quality initiatives focusing on, but not limited to, Sikes Act, Endangered Species Act, National Historic Preservation Act (NHPA), National Environmental Policy Act, Native American Graves Protection and Repatriation Act, Clean Water Act, and Resource Conservation and Recovery Act.
- Coordinate and facilitate environmental planning for Agile Combat Employment (ACE) installations.
- Provide conservation and environmental technical expertise to review, analyze, and validate concept designs, scopes of work, reports, and other documents related to wetlands construction and enhancement, natural resource conservation and restoration, cultural resources surveys, and other media as they pertain to conservation goals and requirements.

- Period of Performance: The Period of Performance is 12 months from date of award with option for two additional 12-month option years in subsequent fiscal years, pending availability of funds.
