The Regional English Language Office (RELO) of the U.S. Embassy Islamabad is pleased to announce a funding opportunity for the Pakistan Teaching Excellence and Achievement (TEA) U.S. Exchange program.
Project Goal: Strengthen English language learning by improving the capacity of Pakistani educators to provide youth with skills to be more competitive in academia and the workforce.
Project Objectives: Train a minimum of 100 Pakistani high school English teachers in collaborative, student-centered methodologies that are fully adaptable to their Pakistani classrooms. The training will last six weeks and take place in the United States between June 2023 through February 2024.
Project Activities
Proposals will be accepted for a six-week professional exchange for at least one hundred (100) Pakistani high school English language teachers at a university in the United States to take place between June 2023 and February 2024. The exchange for the participants can be split into groups for better and safer management. Cultural excursions to nearby areas of interest are encouraged in proposals.
- Develop and provide detailed budget for a 6-week program for the Pakistani high school English language teachers which includes the following:
- At least five (5) weeks of professional development activities at the host university that address specific challenges Pakistani teachers face in their classrooms.
- At least three (3) days of cultural programming in Washington, D.C. to include a halfday visit to the Office of English Language Programs at the U.S. Department of State.
- Observation opportunities in American classrooms – ideally a blend of high school and university language courses. Videos of such classes are acceptable if no live classrooms are accessible.
- Development of a Culminating Project for implementation after their return: Using the concepts learned though the program and under the supervision of program faculty, participants will develop a project based on a problem or issue of instructional and/or leadership practices in their home schools or regions. The project may be carried out independently, in collaboration with teaching peers at the participant’s school, or in collaboration with another participant in the program. Projects may include but are not limited to themes such as:
- Addressing a context-specific need/issue in participant’s school or community through action research
- Developing professional learning communities
- Implementing teacher mentorship programs
- Strengthening parent-teacher partnerships in successful learning
- Supporting English language learner autonomy
- Conduct debriefing and evaluation sessions near the end of the program, including through a survey (to be developed in collaboration with RELO Islamabad); all results will be submitted to RELO Islamabad.
- Create necessary documents and pay relevant fees for candidates to apply for J1 visas.
- Arrange and purchase international and U.S. domestic airfares for candidates.
- Cover food and lodging for the participants during the program and while they are traveling internationally and domestically in the United States.

Project Audience(s): Full-time high school English teachers in Government or Foundation schools that serve a primarily local population who have three or more years teaching English in a high school setting. Preference will be given to teachers who are highly motivated to improve education for the students in their community.
Eligibility Criteria
The following U.S.-based non-profit (only) organizations are eligible to apply:
- Public and private educational U.S. universities
- For-profit entities, even those that may fall into the categories, are not eligible to apply for this funding opportunity
Organizations may sub-contract with other entities, but only one, non-profit, nongovernmental entity can be the prime recipient of the award. When sub-contracting with other entities, the responsibilities of each entity must be clearly defined in the proposal.
