The United States Agency for International Development (USAID) is seeking applications for a Cooperative Agreement from qualified entities to implement the Economic Recovery and Development Activity (ERDA).
This funding opportunity is open to all entities and USAID expects unrestricted competition resulting in the award of the Cooperative Agreement.
The activity will promote sustainable economic growth by improving agriculture sector capacity and supporting allied MSMEs in the non-agriculture sectors.
Additionally, the activity will leverage planned public sector development initiatives and will support policy reforms to create an enabling environment for private sector investments in high economic-growth potential sectors, like mines, trade, transport, health and education.
Purpose and Scope
- Purpose: Expanded economic opportunities in the NMDs by strengthening and modernizing the agriculture sector and promoting micro and small enterprises.
- Sub-Purpose 1: Agriculture sector capacity enhanced and modernized through strengthening of agriculture production resources
- Sub-Purpose 2: Micro- and small businesses promoted by strengthening MSEs in both farm and non-farm sectors
- Sub-Purpose 3: Improved business enabling environment through policy reforms and technical assistance to the GoKP
Funding Information
- USAID intends to issue one Cooperative Agreement pursuant to this Notice of Funding Opportunity.
- Subject to funding availability and at the discretion of the Agency, USAID intends to provide 24 Million in total USAID funding over a 5 years period.
- Award Ceiling: $24,000,000
- Award Floor: $20,000,000
Expected Reporting Indicators
- Number of individuals in the agri-food system who have applied improvement management practices or technologies with USG assistance.
- Number of individuals participating in USG food security programs.
- Yield of targeted agricultural commodities among program participants with USG assistance per hectare.
- Number of hectares under improved technologies or management practices as a result of USG assistance
- Change in the value of annual sales of targeted MSMEs receiving USG assistance (Custom indicator)
- Number of micro, small or medium enterprises (MSMEs) supported by USG assistance.
- Number of economic growth policies advanced as a result of USG assistance.
- Percentage of micro, small or medium enterprises (MSMEs) reporting improved business conditions as a result of USG assistance.
Eligibility Criteria

Technical Component of ERDA
- Component 1: To achieve Sub-Purpose 1, the ERDA will enhance agriculture sector capacity by strengthening agriculture production resources, and modernize the sector by improving the productivity of market-oriented and nutrient rich crops and livestock. The interventions under the component will seek to improve the resilience of the local population by strengthening the natural resource base, mainly land and water, to expand capacity for higher production in the focused areas.
- Component 2: To achieve Sub-Purpose 2, ERDA will strengthen MSEs in both farm and non-farm sectors through a holistic set of interventions. The activity will leverage ongoing and planned public sector interventions under the GoKP Accelerated Implementation Plan (AIP) to enhance businesses access to productive resources and support establishment of MSEs in potential sectors, including agribusinesses, mining, trade, and processing.
- Component 3: To achieve Sub-Purpose 3, ERDA will engage with private sector entities and partner with the GoKP to remove barriers to private sector investments. ERDA will focus on activities that promote private sector investments in the region. ERDA will build on the USAID FATA Economic Revitalization and Small Medium Enterprise Activity (SMEA) interventions and will promote public-private dialogue to improve the business enabling environment in the region.
