The U.S. President’s Emergency Plan for AIDS Relief Zambia (PEPFAR) announces an open competition for organizations to submit applications to carry out a Community Led Monitoring (CLM) program.
With this initiative, PEPFAR hopes to fill in current gaps that exist in the community HIV programs and improve the outcomes of HIV services. In hopes of obtaining value-added comments and/or criticism, PEPFAR Zambia is seeking not-for-profit organizations that have the capabilities to collaborate on the national level with PEPFAR, key stakeholders, and neighborhood levels with clientele receiving PEPFAR supported services. This funding opportunity seeks to improve the quality of HIV care in Zambia through client feedback collected by trained community members.
Potential grantees should be able to implement a monitoring program to promote cooperation in addressing HIV, encourage constituencies to share their experience, and facilitate joint action that makes a difference in the HIV response.
Objectives
- PEPFAR Zambia recognizes the importance of engaging with communities in the development and implementation of its HIV programming. Beginning o/November 2020, PEPFAR will support a community-led monitoring initiative in each province in hopes of closing any client feedback gaps that might be accruing. In partnership with the National AIDS Council, PEPFAR will call quarterly reviews of patient and client feedback collected from all stakeholders to help PEPFAR programs and health institutions diagnose and pinpoint persistent problems, challenges, and barriers with service uptake at the site and facility level.
- To facilitate and ensure all provinces and patient constituencies are represented, PEPFAR is seeking a community organization from each province in Zambia to collect feedback of People Living with HIV/AIDS (PLHIV) experiences with service delivery in their provinces. The feedback will be collected and reported using a harmonized reporting tool provided by PEPFAR.
Funding Information
- Up to $1,250,000 for all awards
- Program Performance Period: Proposed programs should be completed no later than September 30, 2021.
Deliverables
The deliverables are:
- Achieve a sampling of PLHIV receiving services (a good mix of high volume and low volume facilities) across the province
- The sampling must include perspectives for all constituencies that access HIV health-related services
- Monthly sharing of results and feedback with PEFPAR and other key stakeholders
- Participate in quarterly meetings with PEPFAR, community, government, and other stakeholders, to provide an in-depth discussion of work and results at both the national and provincial levels.
- Make actionable recommendations to improve client care in their province to PEPFAR and GRZ.
- Track the implementation of the recommendations both at the national and provincial levels.
Eligible Applicants
Not-for-profit organizations, including civil society, non-governmental organizations, and public and private educational institutions.
- Only organizations registered with the government of the Republic of Zambia will be considered eligible organizations.
- Eligible organizations must have experience of successfully implementing programs with funding of a minimum of $25,000.
- Eligible organizations must have established offices, at least 12 months prior to application submission, in the province for which they are applying to implement the CLM program.
- An organization may apply for consideration for more than one province but is only eligible to receive one CLM award.
