The Governance in justice Programme II announces the Call for Proposal for its Window 2.1 on “Partnered Grants of Safe, Fair-Environment and Responsive Barangays for Women or SAFER”.
In collaboration with the DILG-NBOO, selected CSO will help conduct capacity building activities, and develop and disseminate information,education and communication (IEC) materials in Quezon City and Calamba City to prevent VAWC and gender-based sexual harassment in public spaces.
Objectives
Generally, the SAFER Women Project aims to provide support to local government units, especially the barangays in addressing VAWC and GBSH in streets and public spaces through capacity building activities, and development and dissemination of information, education and communication (IEC) materials.
Specifically, it aims to update the training manual of the National Barangay Operations Office (NBOO) on “Strengthening the Capacities of Local Government Units in Handling VAW Cases” to include the new law and policies enacted and issued to protect the vulnerable groups of the society, including women from violence and sexual harassment.
The Project will include the following activities:
- Review and updating/enhancing the existing training module/curriculum on VAWC and GBSH;
- Review and updating/enhancing the Barangay Protection Order (BPO) Primer to include lessons learned from prior implementation;
- Conduct of pre-testing activity of the updated/enhanced training module/curriculum;
- Conduct of training of trainers on the enhanced training module/curriculum in two (2) cities declared as justice zones;
- Conduct of pilot test of the enhanced training module/curriculum in select barangays from two justice zones;
- Finalization and packaging of the updated/enhanced BPO Primer;
- Development of Audio Video Presentation on BPO;
- Finalization of the training module/curriculum, methodology and packaging to a training manual; and,
- Recommendations on the sustainability of the revised training program within the structure of the NBOO.
Funding Information
GOJUST Grants intends to fund only one CSO or a consortium for this window. Submissions should be for activities of up to 12 months duration with a maximum total request of Php3,000,000.00.
Eligibility Criteria
- Non-profit support organizations, such as women’s organizations, capacity development providers, non-governmental organizations, legal service organizations, and research and training service providers with at least three (3) years of experience in the following areas are eligible to apply:
- Building local government units’ capacity to improve their performance in addressing women-related social issues and the delivery of basic social protection services, particularly for victims of violence.
- The development and packaging of resource materials and implementation of capacity development and other-related activities to strengthen LGUs’ capacities to be more gender responsive and inclusive.
- They encourage applicants to submit a consortium proposal where the main applicant can partner with another organization (e.g. youth, LGBTQI organizations) that could add value to the implementation and also build the capacity of the partner organization. It is understood that the lead organization shall be responsible for financial and technical implementation and reporting.
- The organization filing the application must also:
- Be registered under the Philippine law or have a legal status in the Philippines
- Have been in existence for 3 or more years
- Is authorized to receive grant funding directly from UNOPS
- Be able to have a representative who can sign the grant service agreement with UNOPS, and is willing to open a separate corporate US dollar or PHP bank account solely for this project, should the proposal be selected
- Have absorptive capacity and can demonstrate the potential to acquire sufficient capacity to manage programs in a sustainable manner
- Show proof of having a robust and functional financial system
- Demonstrate no conflict of interest in its relationships, associations, and activities, that could prevent full impartiality in the implementation of the grant activities, and,
- Will allow UNOPS or GOJUST II to disclose to the Government of the Philippines information about their organization, when needed.
