The Governance in Justice Programme II announces the Call for Proposal for its Window 2.3 called “Partnered Grants in the Implementation of Enhancing Local Government Capacities in Delivering Justice Services for Children at Risk (CAR) and Children in Conflict with the Law (CICL)”.
In collaboration with the DILG-NBOO, selected CSO will enhance the capacity of LGUs to protect the rights of CAR and CICL, develop a training module for the formulation of programs and ordinances related to CAR and CICL and conduct TOT in Naga City.
Objectives
- To enhance the capacity of the city level local government unit to enhance their capacity to protect the rights of CAR and CICL.
- To develop a Training Module with a mentoring component for the Formulation of the Comprehensive Local Juvenile Intervention Programs (CLJIP) and the Development of Local Ordinances related to CAR and CICL.
- To conduct Training of Trainers (TOT) on the Development of CLJIP and local ordinances related to CAR and CICL.
- To pilot test the training in Naga City.
Funding Information
GOJUST Grants intends to fund only one CSO for this window. Submissions should be for activities of up to 12 months duration with a maximum total request of Php2,000,000.00.
Geographical Priorities
Naga city and 5 barangays in the city where the training modules developed can be pilot tested.
Eligibility Criteria
- Non-profit support organizations, such as women’s organizations, capacity development providers, non-governmental organizations, legal service organizations, and research and training service providers with the following qualifications are eligible to apply:
- Familiar with the issues of CAR and CICL;
- Expert in the implementation of juvenile justice and welfare laws;
- Implements program, projects and activities on child protection; and,
- Previous experience in conducting training along the lines of children’s rights in general.
- They encourage applicants to submit a consortium proposal where the main applicant can partner with another organization that could add value to the implementation and also build the capacity of the partner organization. It is understood that the lead organization shall be responsible for financial and technical implementation and reporting.
- The organization filing the application must also:
- Be registered under the Philippine law
- Have been in existence for 3 or more years
- Have a bank account in the Philippines and is authorized to receive grant funding directly from UNOPS
- Be able to have a representative who can sign the grant service agreement with UNOPS, should the proposal be selected and is willing to open a separate corporate US Dollar(US$) or Philippine Peso (PhP) bank account solely for this project
- Have absorptive capacity and can demonstrate the potential to acquire sufficient capacity to manage programs in a sustainable manner
- Show proof of having a robust and functional financial system
- Demonstrate no conflict of interest in its relationships, associations, and activities, that could prevent full impartiality in the implementation of the grant activities, and,
- Will allow UNOPS or GOJUST II to disclose to the Government of the Philippines information about their organization, when needed.
