The Stirling Council is offering more than £600,000 funding in 2022/23 through the Place Based Investment Programme (PBIP), which is funded by the Scottish Government.
Groups and organisations across Stirling are being offered the chance to lead and develop projects that will improve their local community with the launch of a new fund.
Objectives
The main objectives of the Place Based Investment Programme are:
- to link and align place based initiatives and establish a coherent local framework to implement the Place Principle;
- to support place policy ambitions such as town centre revitalisation, community led regeneration, 20 minute neighbourhoods and Community Wealth Building;
- to ensure that all place based investments are shaped by the needs and aspirations of local communities;
- to accelerate their ambitions for net zero, wellbeing and inclusive economic development, tackling inequality and disadvantage, community involvement and ownership.
Priorities
Priority will be given to projects which can demonstrate alignment with the following 5 statements (please note that statements 1 and 2 must be true of any project in order to be considered for funding through this scheme):
- the funding requested is for capital expenditure;
- for 2022/23 projects – the project can be legally committed (contracts signed or orders committed by 31 March 2023);
- the funding is for the purchase and/or regeneration of vacant, derelict or under-utilised land or building(s);
- the funded project will support local area regeneration and/or community development and/or economic growth; and
- the need, and support, for the project can be demonstrated through a local plan and engagement.

Locations
The Programme aims to invest in centres or neighbourhoods connected with two categories of settlement.

Rural settings with smaller populations, dependent on larger geographical areas for support, for example:
- Small Towns with a limited range of non-specialised facilities;
- Villages with very limited, or non-existent, access to facilities.

Urban settings with sizeable populations, for example:
- Regional Capitals with extensive provision supporting a wide geographical area; – Larger Towns with a comprehensive range of dedicated services and facilities.
- Individual Neighbourhoods with limited access to relevant local provision.
Eligibility Criteria
To apply, an organisation must be based, and working, within the Stirling Council area and must:
- be constituted
- be well run and properly managed
- have sound financial procedures
- have the capability to effectively deliver the project/activity for which they are applying for funding
