The 6 partner municipalities of the ReLOaD2 Program in Albania (Kamez, Kavaja, Kukes, Lushnja, Patos and Saranda) have launched the Public Call for civil society organizations.
This call has a specific focus on youth issues which have been set in cooperation with youngsters in each partner municipality.
The specific objective of the Program is to strengthen cooperation between local government and civil society organizations in the Western Balkans by strengthening transparency for financing of Civil Society Organizations from the local government budget. Also, the ReLOaD program aims to promote civic engagement with a special focus on young people in order to become part of decision-making processes in function of community development.
Types of Projects
- Project-proposals to be financed by the ReLOaD2 program must be prepared in accordance with the public call and priorities of Municipality.
- Projects must provide solutions for the specific needs of the local community and target groups identified by the project.
- Projects must be integrated and methodological activity packages, created for it achieve certain goals and specific results within a limited period of time.
Funding Information
- Minimum amount: 700,000 Lek
- Maximum amount: 2,000,000 Lek
- Duration: The duration of the project-proposal can be from 6 to 12 months.
Eligibility Criteria
- Participation in this public call is open, on an equal basis, to all officially registered CSOs (associations/ organizations or foundations) in accordance with the laws and regulations in force in Albania. All interested civil society organizations can find detailed information about the conditions for application as well as the criteria for financing projects in the Guidelines for Applicants , an integral part of the documentation of public call.
- Participation in this public call is open and equal for CSOs (associations or foundations) that are officially registered and in accordance with the legal provisions in force in Albania.
- Potential applicants cannot participate in the call or will not receive grants if they do not submit a signed statement of fulfillment of the criteria together with the project proposal.
- CSOs will be excluded from participating in the call or from the allocation of grants if, at the time of submission of project proposals:
- Are branches/offices of international organizations and foundations, and other organizations international non-profit organizations registered to work in Albania;
- Are subject to any conflict of interest, as provided for in the provisions of Law no. 9367, dated 7.4.2005, amended “On the prevention of conflict of interests in the exercise of public functions”. Also, those projects are excluded from the assessment, in which: the executive director, board members or persons planned to be included in the project, as well as the persons related to them according to the legislation in force1 , are employed in the municipality or the institutions of of the subordination in which it is applied, in the positions: High-level and middle-level management official according to civil service legislation, as well as member of the Municipal Council, member of the Mayor’s cabinet.
- Are guilty of providing false information to an authorized contracting party, that required as a prerequisite for participation in the call for submission of project proposals or if they do not submit the required information;
- Have tried to secure confidential information, exert influence on the Commission Evaluation or on an authorized contractual party during the evaluation process of the project proposal.
