The United Nations Development Program (UNDP) has launched a Public Call For Civil Society organizations to submit project proposals as part of the project regional program of local democracy in the western balkans 2 (Reload2).
The overall goal of the project is to strengthen participatory democracy and EU integration in the Western Balkans, by empowering civil society and encouraging young people to actively participate in the decision-making process, as well as improving the stimulating legal and financial environment for civil society.
The specific goal of the project is to strengthen partnerships between local authorities and civil society in the Western Balkans, by expanding the successful model of transparent project financing of CSOs (LOD methodology) from the budget of local self-government units, aimed at greater civic participation and youth participation in decision-making processes and improvement of service provision in local communities.
General Objective
- The general goal of this call is to further strengthen partnership relations between civil society organizations and the Municipality of Novo Sarajevo by building awareness of the usefulness of mutual cooperation in order to jointly contribute to the improvement of the position of young people in the area of the Municipality of Novo Sarajevo.
- This is an opportunity to invite all civil society organizations that have experience in the implementation of youth projects, which operate in the territory of the municipality of Novo Sarajevo, to submit project proposals related to the Youth Strategy of the Municipality of Novo Sarajevo for the period 2022-2027. Thematic areas and priorities listed in the development goals were additionally confirmed through consultations with young people within the meetings held as part of the Dialogue for Youth in the area of the municipality of Novo Sarajevo through the activities carried out by the ReLOaD project.
- Dialogue for young people of the Municipality of Novo Sarajevo is a platform that was used for communication and consultation with young people in July 2022. Consultations were organized with a total of 11 participants, young activists, volunteers, representatives of youth organizations and civil society organizations from the area of Novo Sarajevo Municipality and officials from Novo Sarajevo Municipality.
Funding Information
- The value of project proposals to be awarded under this call must be between the following minimum and maximum amounts:
- Minimum amount: 10,000.00KM
- Maximum amount: 20,000.00KM
- The duration of projects can be from 4 (four) to 6 (six) months, in the period from January to June 2023.
Eligibility Criteria
- Participation in this public call is open, on equal grounds, to all formally registered civil society organizations (CSOs) (association/association or foundation) in accordance with the applicable legal regulations in Bosnia and Herzegovina. who have experience in implementing projects for young people and who operate in the territory of the municipality of Novo Sarajevo.
- Potential applicants cannot participate in the call or receive grants if they do not submit a signed and scanned statement of eligibility with the project proposal.
- This public call is not open to branches of foreign and international associations, foundations and other non-profit organizations registered and operating in Bosnia and Herzegovina.
- Applicants will be excluded from participation in the call or from the awarding of grants if, at the time of the call for submission of project proposals, they are:
- Subjects of conflict of interest;
- Guilty of providing false information to the authorized party for contracts, which is required as a prerequisite for participating in the call for project proposals or if they have not provided the necessary information;
- Tried to obtain confidential information, influenced the evaluation committee or the authorized party for contracts during the evaluation process of the call for submission of project proposals.
Collaborators on the project
- Civil society organizations can apply independently or in cooperation with other civil society organizations/non-governmental organizations.
- Other organizations and/or institutions that are necessary to ensure the successful implementation of the project can be included in the project (schools, kindergartens, museums, etc.). Such organizations and institutions can contribute to the implementation of project activities, but cannot be beneficiaries of the funds allocated through this public call.
- Location: Projects must be implemented exclusively in the territory of the municipality of Novo Sarajevo and for young people living in the territory of the municipality of Novo Sarajevo.
Ineligible
- The following activities will not be funded as part of project proposals under this public call:
- Sponsorships for individuals to participate in workshops, seminars, conferences, congresses, studies and trainings;
- Occasional conferences (unless they are necessary for the successful implementation of the project);
- Purchase of equipment and/or reconstruction or rehabilitation works (unless necessary for the successful implementation of the project
- Financing of projects that are already underway or have been completed;
- Projects for the benefit of individuals, i.e. projects that have no significance for the wider social community;
- Projects supporting political parties;
- Allocation of humanitarian aid (humanitarian packages, direct financial or material aid, etc.);
- Acquisition of used equipment;
- Awarding monetary rewards to participants/users in the project during or after the project;
- Awarding grants to third parties;
- Projects that include certain health services that are already covered by the health care system
