The City of East Sarajevo in Partnership with the United Nations Development Program announces a Public call for civil society organizations/non-governmental organizations to submit project proposals as part of the project regional program of local democracy in the western balkans (reload2).
The subject of the Public Call is to strengthen partnership relations between civil society organizations and LGUs by building awareness of the usefulness of mutual cooperation and encouraging sustainable dialogue, all with the aim of providing better services to the local community. The activity is carried out as part of the ReLOaD2 project, financed by the European Union (EU), and implemented by the United Nations Development Program (UNDP) in six countries of the region, namely: Albania, Bosnia and Herzegovina (BiH), the Republic of North Macedonia, Montenegro, Kosovo and Serbia.
The overall goal of the project is to strengthen participatory democracy and EU integration in the Western Balkans, by empowering civil society and encouraging young people to actively participate in the decision-making process, as well as improving the stimulating legal and financial environment for civil society.
The specific goal of the project is to strengthen partnerships between local authorities and civil society in the Western Balkans, by expanding the successful model of transparent project financing of CSOs (LOD methodology) from the budget of local self-government units, aimed at greater civic participation and youth participation in decision-making processes and improvement of service provision in local communities.
General objective of the call for project proposals and priorities
- The general goal of this call is to further strengthen partnership relations between civil society organizations and LGUs by building awareness of the usefulness of mutual cooperation and encouraging sustainable dialogue, all with the aim of providing better services to the local community.
- Thematic areas, such as social services for the most vulnerable, social inclusion, gender equality, environmental protection, human rights and similar are in the focus of the ReLOaD2 project.
- This is an opportunity to invite all civil society organizations (CSOs) from Bosnia and Herzegovina to submit project proposals that are in line with the development goals of the City of East Sarajevo from the following priority areas:
- Thematic areas and priorities (items 1, 2, 3, 5 and 6) were additionally confirmed through consultations with citizens and representatives of civil society organizations as part of the public discussion organized on April 12, 2023.
- Thematic areas and priorities for young people (item 4) were additionally confirmed through consultations with young people as part of the meetings held as part of the Dialogue for Youth in the area of the City of East Sarajevo through the activities carried out by the ReLOaD project. The Dialogue for Youth of the City of East Sarajevo is a platform used for communication and consultations with young people in July 2022. – March 2023. years. In total, two thematic meetings were organized in which 34 young people (12M, 22F), activists, volunteers, representatives of civil society organizations from the area of East Sarajevo participated.
Themes
- A total of five thematic areas were prioritized within the framework of the public call:

- Development of new content that encourages healthy lifestyles and helps improve the position of young people (sports, environmental, entertainment content for children and young people);
- Improving content that allows young people to spend quality time away from social networks and their influence on young people;
- Projects that contribute to improving the quality of life of children with developmental disabilities;
- Support for projects that encourage and enable activism and volunteerism;
- Support for projects that support non-formal education;
- Support for projects that support the promotion of culture and art;
- Support for projects that encourage and enable the mobility of young people from the area of the city of East Sarajevo, with the mandatory inclusion of young people from peripheral areas;
- Support for projects that support content development and adaptation of space for young people;
- Culture and informal education
- Improving the quality and availability of cultural content for all categories of the population;
- Projects that encourage the cultural creativity of young people;
- Support for developmentally disabled children in mastering teaching content;
- Environmental protection
- Encouraging the preservation of the natural resources of the City of East Sarajevo in order to preserve the environment;
- Projects that contribute to the creation of ecologically educational and recreational content for the entire population;
- Sports
- Improving the quality and availability of educational and sports-recreational content for children with developmental disabilities;
- Affirmation of amateur sports.
- Social inclusion
- Projects that contribute to raising young people’s awareness of domestic violence and violence against women;
- Projects that improve the quality of life and encourage the socialization of vulnerable categories of the population;
- Projects that contribute to improving the mental health of vulnerable categories of the population.

Funding Information
- The value of project proposals to be awarded under this call must be between the following minimum and maximum amounts:
- minimum amount: 10,000.00 KM
- maximum amount: 50,000.00 KM
- Duration: The duration of projects can be from 6 (six) to 9 (nine) months, in the period from July 2023 to March 2024 .
Types of projects
- The projects that will be selected for financing should be prepared in accordance with the public call, i.e. to the specified priority strategic areas expressed through the topics of the public call. CSO projects should be created in response to specific needs in local communities and for specific target groups identified by the project.
- Projects should consist of independent operational activities with clearly formulated operational objectives, target groups and planned outcomes.
- Projects should be integrated as a methodological set of activities, designed to achieve certain specific goals and results within a limited time frame
Location: Projects must be implemented exclusively in the area of the City of East Sarajevo and for the residents of the City of East Sarajevo. In exceptional cases, it is allowed to carry out certain activities on the territory of another LGU if there are objective reasons for this, which are stated in the project proposal.
Eligibility Criteria
- Participation in this public call is open, on equal grounds, to all formally registered CSOs (association/association or foundation), in accordance with the applicable legal regulations in Bosnia and Herzegovina.
- In order to apply for the public call, applicants must:
- be a formally registered CSO in accordance with applicable legal regulations (association/association or foundation);
- Potential applicants cannot participate in the call or receive grants if they do not submit a signed and scanned statement of eligibility with the project proposal.
- This public call is not open to branches of foreign and international associations, foundations and other non-profit organizations registered and operating in Bosnia and Herzegovina.
- Applicants will be excluded from participation in the call or from the awarding of grants if, at the time of the call for submission of project proposals, they are:
- subjects of conflict of interest (eg employees of partner LGUs who at the same time hold executive or managerial roles in CSOs);
- provided false information or failed to provide necessary information;
- tried to obtain confidential information, influenced the evaluation committee or the authorized party for contracts during the evaluation process of the call for submission of project proposals.
